Regional People and Culture Learning and Development Specialist

Contract Position - one year.

The Asia Foundation is a nonprofit international development organization committed to improving lives and expanding opportunities across Asia and the Pacific. Informed by 70 years of experience and deep local knowledge, our work is focused on governance, climate action, gender equity, education and leadership, inclusive growth, and international cooperation. We work in more than 20 countries through our 17 permanent country offices and programs across Asia and the Pacific, supported by a headquarters in San Francisco and an office in Washington, DC. Our funding comes from a diverse array of bilateral and multilateral development agencies, foundations, corporations, and individuals.

The Asia Foundation's People and Culture Unit is seeking a Learning and Development Specialist who will develop and streamline the department's learning and development plan and support and formalize the People and Culture Learning and Development plans organization-wide. This position reports to the Chief People Officer.

Key Deliverables:

• Developing and Piloting learning and development programs for the P&C Cohort and for the Foundation.

• Host and provide live training in the form of webinars for the People and Culture Cohort.

• Create improvement templates, policies, tool kits, and other documents as assigned.

• Manage the Learning and Development platform (LMS).

• Curate learning programs via the LMS.

• Provide ongoing support and capacity development for the cohort via webinars, P&C and operations teams, office hours, onboarding, and responding to individual requests remotely and in person.

Responsibilities:

• Provide day-to-day P&C best practice support to P&C Cohort and country offices.

• Work with PCU and other units to deliver webinars.

• Conduct Country P&C Office Hours as required.

• Conduct P&C Onboarding as required.

• Manage P&C and Operations Team; maintain resource library and moderate chat.

• Respond to individual requests for remote and in-person P&C support.

• Respond to requests for Learning Platform Support.

• Draft Learning and Development Plan for P&C Cohort and the Foundation.

• Develop Learning and Development programs for the P&C Cohort and the Foundation as assigned.

• Pilot Learning and Development programs as assigned.

• Support country offices in participating in the Birches Salary Survey.

• Other P&C support as assigned.

Requirements:

• Minimum 10 years of Learning and Development, Capacity Development and Institutional Strengthening experience in Asia and the Pacific.

• A strong background in human resources and cultural context within the countries in which the Foundation operates.

• Experience in management of the Humentum Learning Platform, iSpring [online training development software], and video editing software to produce SCORM format training materials.

• A sound understanding of the Birches Group Salary Survey product. A deep understanding of the Foundation's current P&C practices and priorities is an asset.
