Regional Multifamily Facilities Manager, USA Multifamily management, Inc. - Bay Area and Southern CA (Travel Required)

Reports to: Vice President, USA Multifamily Management, Inc.

Compensation: Starting at $100,000 annually depending on experience

The purpose of this job description is to communicate the responsibilities and duties associated with the position of Regional Multifamily Facilities Manager. While the following information should be considered a comprehensive description of this position, it should also be noted that some responsibilities and duties may not be specifically addressed.

The role of the Regional Multifamily Facilities Manager to provide support and leadership to the apartment communities in a manner consistent with USA Properties Fund and USA Multifamily Management standards and expectations, which includes the responsibility of the functions associated with:

  • Safety and environmental program management and development;

  • Assist in the management of capital improvement projects;

  • Assisting with property inspections within an Asset Management capacity;

  • Assist with Quality Control over all maintenance work.

  • Develop cost savings measures for building systems.

Supervisory Responsibilities: No direct supervisory responsibilities

DUTIES AND RESPONSIBILITIES:

The activities listed below are not all inclusive. However, they are indicative of the types of activities normally performed by the Asset Preservation Manager. This is an exempt position.

  • Responsible for the consistent implementation and establishment of the maintenance program guidelines for all USA Multifamily Management for maintaining grounds, buildings, and fixed equipment and providing leadership to all Maintenance personnel;

  • Project management of capital improvement activities throughout the portfolio. This includes scope of work development, the preparation of bids, soliciting bids, make phone calls to contractors and evaluate the scope of work, negotiate contract price, preparing contracts for signature by Regional Property Supervisors and Director of Facilities, supervise the work of vendors and contractors, conducting quality control inspections.

  • Assists with Energy and utility benchmarking and developing cost savings initiatives and leveraging of Capital spending with Local, regional and state rebate programs.

  • Ability to read and interpret Architectural, Structural, Mechanical, Electrical, Civil and Landscape drawings as well as the ability to read and interpret Geotechnical, Environmental and other consultant reports that are necessary for making repairs.

  • Ability to work on concurrent projects and meet deadlines;

  • Inspects all assets and service areas, noting any deficiencies and provides a written inspection report to the Senior Asset Preservation manager and Vice President of Property Management;

  • Conducts quality control inspections regarding the work of all Maintenance Technicians;

  • Provides and coordinates technical training for facility maintenance staff in various disciplines, in conjunction with the Instruction Design Manager;

  • Ensures adherence to the corporate safety program and actively works with the safety committee;

  • Instructs maintenance employees in the proper use of equipment, materials, and departmental procedures; coaches employees and makes recommendations for disciplinary action to Sr. Asset Preservation Manager and Regional Property Supervisor(s).

  • Inspects all shop equipment for proper maintenance; recommends purchases for materials, equipment, and tools;

  • Diagnoses problems and possesses the ability to perform repairs and maintenance on major components, including electrical, HVAC, plumbing, and structural building components;

  • Discuss and provide recommendations on preventive maintenance techniques with maintenance and management staff to minimize future repairs;

  • Completes paperwork associated with inspections, work orders and other operational tasks;

  • Communicates regularly with the Senior Asset Preservation Manager regarding work schedules, inspections, and shop issues;

  • Assists with due diligence inspections, evaluating the maintenance needs to potential acquisitions to the USA portfolio;

  • Responds, as necessary, to emergencies during non-traditional work hours and travels, as necessary, throughout the USA Multifamily Management portfolio of properties for purposes of conducting any and/or all of essential job duties listed above; and

  • Assists in financial projections, including maintaining department's costs within the assigned portfolio

QUALIFICATIONS

To perform this position successfully, an individual must be able to perform each essential duty listed above satisfactorily. Position requires at least 5 years' experience in property maintenance, construction management or equivalent field.

Equipment Requirement: Required to wear back support belt, wear goggles when working with specific equipment, wear masks and gloves and other safety equipment as tasks dictate.

Work Hours: 40 hours per week. Weekends as circumstances warrant; on-call for emergencies.

Equipment/Machinery/Tools: An employee in this position must be knowledgeable and skilled in the safe use and maintenance of the following tools:

Hand Tools: Various wrenches, hammer, grips, saws, sledgehammer, snips, posthole diggers, etc.

Power Tools: Grinders, sanders, drills, saws, etc.

User-Moved Aids Wheelbarrows, dollies, hand trucks, buckets, hoists, jacks, step ladders, full ladders, double ladders.

Mechanical Equipment: Motors, pumps, compressors, blowers, electric and hand power augers, etc.

Measuring Devices: Calipers, voltmeters, ohmmeters, testing meters, PH tests, gauges, etc.

Education/Experience

A High School diploma with prior supervisory experience is required for this position. A Bachelor's degree or higher is recommended or equivalent experience. Certifications: Section 8 Housing Quality Standards Specialist. A minimum of two years experience in environmental management experience and business management is a plus. Knowledge of, and an understanding of, all applicable practices/techniques, laws and environmental regulations. Experience in construction management or construction trades is desired. Asbestos certification or ability to get certified shortly after hire.

Language Skills

Ability to read, interpret, and create documents such as operating, procedural manuals, and safety documents. Ability to write routine business correspondence. Ability to interact/communicate effectively in a professional and pleasant manner with Vendors, Affiliates, Stakeholders, Corporate Shareholders and Company Employees.

Mathematical Skills

Knowledge of basic accounting principles and the financial principles of real estate management. Ability to read and understand property management budgets and financial statements. Ability to effectively reconcile account balances, calculate figures and amounts and apply basic math concepts.

Technical Knowledge

Must have ability to plan, budget, schedule and supervise multiple projects from concept to completion;

Working knowledge of facility maintenance principles regarding cleaning, electrical systems, solar, plumbing, carpentry, HVAC systems, various paint and coating systems, other building systems, and mechanical repair;

Organizational, analytical, time management and communication skills, and complete projects on time and as specified within the framework of each project with the ability to achieve cost effective solutions;

Working knowledge of tenant-landlord laws;

Competence in Fair Housing concepts and laws, and time management;

Ability to operate a fax, copier/scanner, telephone, and personal computer;

Ability to operate proficiently with Microsoft Office Programs such as Excel, Word and Outlook; and

Competence in Yardi Voyager program for purposes of generating reports and creating maintenance related documents.

Computer Skills: Outlook, basic Microsoft word and excel skills and Yardi or other comparable property management software skills

Work Hours: 40 hours per week. Must be available on weekends for staffing needs and emergencies.

Constant need (66% to 100% of the time) to document maintenance and complete forms, review manuals and operating instructions, read cautionary labels, respond to written instruction from staff and residents.

Constant need to see small detail when performing routine maintenance duties.

Frequent need (33% to 60% of the time) to see things clearly beyond arm's reach (oversee assistants, observe problems throughout the property).

HEARING REQUIREMENTS

Constant need (66% to 100% of the time) to communicate with assistants, office staff, vendors and residents. Must use listening skills to diagnose needed repairs, etc.

SPEAKING REQUIREMENTS

Constant need (66% to 100% of the time) to verbally communicate with assistants, office staff, vendors and residents.

DRIVING/TRAVELING REQUIREMENTS

Frequent need (33% to 66% of the time) to utilize personal transportation to conduct inspections and oversee work throughout the portfolio. May occasionally require expedient travel to assigned property at moment's notice.

Must have valid driver's license, registration and automobile insurance coverage.

WORKING ENVIRONMENT

Indoors (66% to 100% of the time). Frequency outdoors (33% to 66% of the time), all conditions, often for extended periods.

Occasional exposure (1% to 33% of time) to paint fumes, solvents, adhesives, etc. Example: Apartments during/after make-ready.

Frequent need (33% to 66% of the time) to work in awkward and confining positions.

REASONING DEVELOPMENT

HIGH. Must be able to apply principles of logical thinking to define problems, collect pertinent data, establish facts, draw valid conclusions and initiate appropriate course of action. Must effectively convey ideas, images and goals to a diverse group of personalities.

Regional Facilities Manager must sufficiently pass any required testing administered relative to property maintenance and management skills.
