Major Functions

The County of Volusia is seeking a highly motivated Regional Librarian with a strong commitment to customer service for the Library Services Division. This position will be responsible for professional, administrative, and supervisory work in planning, directing, coordinating, and evaluating public library services to the citizens and visitors of Volusia County.

Supervises the branch manager at the Deltona Regional Library, DeLand Regional Library, DeBary Public Library, Lake Helen Public Library, Orange City Public Library and Pierson Public Library. This position serves as a member of the Library Division's Management Team.

REGIONAL LIBRARIAN:

  • Stays current with and endorses overall county polices as established by the county council and assist the library director and county leadership with implementing the policies and communicates the county's policy direction to staff .

  • Takes an active role in the community; projects a positive image of county government and the county's library system.

  • Makes presentations to civic groups or public bodies consistent with direction and policies established by the library director.

  • Plans programs, prepares budgets, keeps records and compiles and presents formal and informal reports regarding progress toward library's general objectives.

  • Receives reports from the Branch Managers, and coordinates activities of branch staff including scheduling and work assignments.

  • Responsible for appearance, security and reporting of maintenance issues of all facilities within the region and takes immediate action to mitigate conditions that pose an immediate threat to patrons or employees.

  • Evaluates and improves operating methods to ensure fair and equitable allocation of resources.

  • Under the general direction of the Library Services Director, participates as a member of the Library Services management team which includes setting system wide policy and procedure, organizational changes and budget/grant requests.

  • Develops and implements programs which increase capacities for self-organization, reducing the need for detailed direction or daily management.

  • Interacts with local interest groups to assess community/regional needs and follows up on the issues of concern. Represents and advocates community/regional needs. Cooperates and consults with intergovernmental and other agency individuals/teams to improve public services and mutual welfare.

  • Serves as the Liaison to Region Friends of the Library support groups.

  • Coordinates public relations with the Activity Project Manager and the Library Marketing Specialist.

  • Provides leadership and management to special project teams.

  • Engages in productive and effective personnel management practices; encourages professional demeanor, creative problem solving and optimal performance.

  • Assists with development of annual plan of service and the and the library's strategic plan to include policies, goals and objectives to meet short term and long range needs. Monitors attainment of goals and advises administration as to necessary measures required to accomplish same in their area of supervision.

  • Interprets library policy for regional, full service, and community branches.

  • Introduces new ideas and encourages staff members to keep up with new developments through professional publications, workshops, webinars, etc.

  • Plans and implements staff in-service training. Recommends employee classifications, promotions, and other personnel activities.

  • Visits branches to observe work and service in general and make recommendations for changes. Oversees follow-through. Assists community and full-service branch managers in efficiency and improved service analysis and in working out branch objectives and programs.

  • Actively prepares, monitors, updates, approves, and releases employee schedules and work time in the County's electronic payroll system.

  • Takes the lead in responding to an immediate public safety threat to patrons or employees.

  • Participates in professional and community organizations.

  • Evaluates progress with the Director and management team.

  • Performs assigned work as required.

Minimum Requirements

Master's degree in Library Science (MLS) from an ALA-accredited program plus four (4) years progressively responsible professional and administrative Librarian work comparable to a Librarian IV.

NOTE:

  • Must possess and maintain a valid Florida driver's license at the time of hire.

Knowledge, Skills & Abilities

  • Knowledge of principles and practices of library science and management. Knowledge of state and local standards, laws and regulatory requirements applicable to Library Services, including the County Charter, Merit System Rules and Regulations, personnel actions.

  • Knowledge of library facilities and capital improvement project planning.

  • Skill in operating integrated library systems and other relevant computer operations.

  • Ability to exercise judgment and discretion in establishing, applying, and interpreting library policy.

  • Ability to plan, manage and evaluate library services delivery; to interpret community needs and concerns; and to provide leadership to project teams.

  • Ability to write and speak effectively, exercise sound professional judgment, and research and develop satisfying operating methods for service delivery.

  • Ability to supervise effectively. Ability to establish and sustain meaningful communication with interested parties.

  • Ability to develop and allocate fiscal resources.

  • Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

ADA REQUIREMENTS:

Physical Demands:Medium, repetitive work. Ability to see, hear and listen, talk; detailed finger dexterity (including grasping and small tool manipulation), peripheral vision, may require visual acuity for fine print. Ability to lift and push 25+ pounds, carry, bend, reach, kneel, crouch, stretch, twist, and climb. Ability to stand for long periods of time.

Mental Demands:Ability to read and comprehend professional and technical manuals, procedures, and journals; memos, policies, safety instructions, etc. Ability to speak clearly and concisely. Ability to relate information, data, and detail verbally and in writing. Ability to perform basic mathematical and monetary functions.
