Responsibilities

As a Regional Economist, you will perform the following duties:

  • Review economic analyses prepared by other staff to ensure that these analyses comply with applicable Federal laws, executive orders, and agency guidance and policy.

  • Analyze the economic impact of proposed marine resource conservation and management actions on affected individuals, businesses, other entities, and communities.

  • Advise the Alaska Region and North Pacific Fishery Management Council about the economic analysis of marine resource conservation and management actions.

  • Develop economic analysis guidance and provide training to staff.

NOTES: These duties are described at the Full Performance Level ZP-4, the ZP-3 is developmental leading to such performance.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: http://www.opm.gov/qualifications.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

  • AND-

SPECIALIZED EXPERIENCE:

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Preparing written analyses of the economic impacts of natural resource conservation and management actions on individuals, businesses, other entities, or communities; and

  • Presenting the results of these analyses to organization leadership or the public.

  • OR-

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree in a related discipline appropriate to the position.

  • OR-

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of related doctoral level education and specialized experience.

NOTE: only education in excess of two full years is qualifying for a combination of education and experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Preparing, as a lead author or co-author, analyses of the economic impacts of natural resource conservation and management actions on individuals, businesses, other entities, or communities; and

  • Providing recommendations to senior management or public policy-making groups about natural resource economics issues.

JOB SUMMARY - IT Support Technician: Department: Information Systems (IS) Reports To: Director of IS Administers networks, provides microcomputer/desktop systems maintenance support, and provides software and other support services to users. This position has the primary responsibility for administering a complex microcomputer network, which serves a large number of end-users, (roughly 700), and incorporates a variety of computing platforms, operating systems and/or data transmission protocols. This position is responsible for maintaining and managing the interconnectivity and functionality of all information systems services and associated hardware and software systems throughout Bartlett Regional Hospital (BRH). This position is also accountable for hardware and software installations, maintaining inventories, implementing hardware and software upgrades and arranging end user training initiatives. Troubleshoots and repairs desktop computer hardware, printers, monitors, disk drivers, keyboards, phones, tablets, WOWs, and other ancillary devices, in an environment of roughly 400 desktops, 35 WOW’s, and around 100 laptops and tablets. This troubleshooting also includes supporting roughly 750 end users with day-to-day needs and helpdesk calls. Uses helpdesk software to manage tickets and schedule preventative maintenance and tasks. Overhauls/repairs/upgrades and reinstalls desktop computer systems and associated ancillary equipment. Builds all desktop computers. Creates, maintains, and applies software images for desktop computers, tablets, WOWs, and laptops. Performs administrative tasks on telecommunication, network and computer systems, including but not limited to, computer systems and telephone system administration, tape backup and restoration, space utilization and system documentation. Maintains current records of IS equipment and services. Keeps current inventory of parts, equipment, devices, and software licenses. Researches hardware and software options for clients. Identifies technical solutions, makes purchase recommendations, and obtains quotes from vendors. Assists in monthly patches of servers and systems. Other duties as assigned. MINIMUM QUALIFICATIONS: (The following are minimal qualfications necessary for entry into this classification) Education: Associate Degree in computer science or related field required. BS or BA preferred. Academic training in computer science or management information systems course work providing familiarity with a variety of personal computers, principles of telecommunications, and functions of IS systems, or one or more industry recognized desktop, operating system or infrastructure certifications such as Microsoft A+, MCSE, Net+, and/or CCNA. Substitution: 3 years of IT Technician hands-on experience can be substituted for the Associate degree License(s)/ Certification(s): None.
