Overview

Surf Internet is seeking a Regional Director of OSP Construction to serve in a critical leadership role to oversee all construction management duties for FTTH deployments. This position will be responsible for overseeing above and below ground fiber construction projects to ensure quality construction and on-time implementation of the engineered plant. The position requires strong leadership and management skills to oversee full-time employees, third party inspectors and construction crews. The Regional Director must feel comfortable working in a fast paced, high growth organization and possess excellent communication and organizational skills.

Responsibilities

  • The Regional Director of OSP Construction's primary responsibility is to ensure organizational effectiveness by providing leadership within the fiber construction management business unit.

  • Achieve the yearly construction goals (passings, footages, market builds, serving areas)

  • Recruit local talent (Construction Managers, leads, Etc..) as needed.

  • Develop a solid strategy to elevate and expand the capabilities and performance of the construction management team.

  • Select and approve contractors per market based on price and performance.

  • Maintain a construction vendor scorecard and meet quarterly with each construction vendor to review their performance.

  • Be proactive and forward-looking to anticipate construction issues and ensure there is a strong pipeline of construction activity to absorb unforeseen delays without impacting the annual targets.

  • Ensures accuracy, timeliness, and consistency of the accounting for project construction scheduling, status reporting and budgetary governance.

  • Develop weekly construction performance reports per contractor per market.

  • Oversee external and internal construction crews for safety, quality, cleanup, and repair to ensure the construction activities represent the Company in a professional manner and respect to the communities we are building to serve.

  • Build and maintain relationships within the construction community, as well as market-level OSP construction personnel.

  • Identify, coordinate, and build relationships with city, state and federal entities as required.

  • Optimize the existing OSP infrastructure to support a positive customer experience.

  • Own the analysis and management of key performance indicators and service level agreements. Proactively take actions to improve performance as appropriate.

  • Builds and enhances a strong team that provides proactive support and results-driven execution of responsibilities to meet the current and future needs of the business

  • Ensure construction units placed and as-built documentation is properly collected and provided to OSP engineering for input into the fiber management system.

  • Act as a liaison with Cities and project staff to properly identify and process scope changes, address issues, communicate regarding project milestones, etc

  • Interface directly with Project Management staff to provide detailed site build progress.

  • Interpret BOM's and understand architectural and engineering diagrams, prints, drafts, tables, flow-charts, charts, equipment lists, and other visual information and documentation required to build and document the plant.

  • Develop and execute training programs for all tiers of construction resources.

  • Run weekly contractor and staff meetings.

  • Lead and manage all aspects of the department including but not limited to: hiring, coaching, counseling, developing, creating positive teamwork and ensuring a rewarding work environment.

Qualifications

Qualifications

  • 7 or more years of management and in field experience leading OSP construction teams (i.e., Foreman Fiber OSP Construction, fiber aerial and/or underground crew member, Construction Management, and Telecommunications)

  • Knowledge of underground and aerial fiber plant design and construction

  • Thorough knowledge of project management, asset management, and network construction in Utility easements, both Public and Privates rights-of-way, aerial permitting and make ready.

  • Leadership and strategic management skills to develop, coach, and direct the performance of a team to achieve goals and objectives.

  • Strong sense of ownership, problem solver, sense of urgency and ability to be proactive by developing contingency plans around unforeseen delays

  • Proven leadership and teamwork skills fostering an inclusive, supportive environment by motivating and developing staff at all levels.

  • Highly detail oriented

  • Skills and ability to communicate verbally clearly and concisely and in writing to convey complex concepts clearly and logically.

  • Critical thinking and analytical skills, including the capacity to identify, assess and prioritize competing interests and needs.

  • Proven ability to adjust quickly to shifting priorities, multiple demands, ambiguity and rapid change.

  • Preferred: BS/BA degree in related discipline strongly desired (i.e. Engineering, Project Management, Construction Management, etc..)

  • Preferred: 5+ years of management and leadership experience at the manager or director level developing and managing fiber build strategies in a telecommunications business environment.

  • Ability to travel on a regular basis to oversee construction projects & team across markets.

  • Must hold a valid driver's license and be able to pass a pre-employment background check and drug screening.
