Position Summary

The Regional 911 Communications Coordinator is responsible for the overall maintenance, operations, and monitoring of all technical systems and facilities located at all Sandoval County Regional Emergency Communications Center properties. The Coordinator also assist client agencies and vendors to ensure complete delivery of service and maintenance.

Maintains inventory control of all capital assets. Assists the Communications Manager with purchasing decisions and budgetary requirements.

Education, Training and Experience minimum required to proficiently perform the job

Education / higher education: AA Degree

For required college degrees, applicable field(s) of study: Computer technology, programming, and related fields.

Minimum number of years of directly related experience (in addition to substitution of experience for college degrees): Associates degree plus 2 years in computer related field or 4 years of experience in computer and network support in an emergency communications center or similar facility.

Education and/or experience preferences: Firm understanding of networking, voice over IP, and radio communications systems.

Knowledge, Skills and Abilities required to proficiently perform the job

Knowledge:
Knowledge and technical ability to plan, design, implement and maintain the emergency communications center networking systems, to include but not limited to: Computer aided dispatch, GIS mapping, 911 and administrative phone system, voice and radio recorder network, NCIC network, reverse 911 network, radio communications network and various copy and network printing devices.

Skills:
Must be able to type rapidly and accurately enough to accomplish the essential functions of this position. Considerable knowledge of personal computers, networks, testing devices, servers, hand tools, and two-way communications.

Abilities: Ability to plan, design, implement and maintain the emergency communications computer and radio system. Excellent organizational skills and technical level reading and writing skills necessary to effectively administer/manage the existing and future computer and radio operations in the emergency communications center.

Interaction with Groups/Agencies/Entities: Ability to establish and maintain effective working relationships with city employees, other State and Local government, public safety organizations and citizens who reside and visit Sandoval County.

Authorities and Accountabilities

Level of independent decision making: Moderate--incumbent is expected to analyze situations that are not covered by established procedures or instructions and suggest to supervisor a recommended course of action

Budgetary/Financial/Asset accountability: Low -- Position is accountable to a Department Director or Division Manager and cannot make major decisions or obligate the City

Span of control: Responsibility for own work (no supervision or leadership expectations)

Essential Functions

The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.

  • Work with public safety users to establish and build response configurations in CAD and radio paging systems.

  • Troubleshoot radio system failures as well as coordinates repair of all components of the radio system.

  • Coordinate compilation of GIS data mapping for all communities in Sandoval County. Review mapping data from the State to insure data integrity working with city, county and regional GIS staff.

  • Oversee reverse 911 system to include troubleshooting failures and assisting in configuration of different emergency page groups throughout the city and county.

  • Oversee the 24-7 logging recorder which records all radio and telephone communications for the 911 center, insuring optimum operation.

  • Troubleshoot and coordinate the repair of office equipment to include printers, copy machines, fax machines, and monitors.

  • Responsible for troubleshooting and coordinating maintenance of the UPS for all 911 radio equipment and generators in use by the dispatch center.

  • Troubleshoot and coordinate repair of air conditioning units insuring adequate cooling exists in 911 equipment rooms.

  • Responsible for troubleshooting computer aided dispatch software (CAD) issues with software vendor.

  • Coordinate with city I.T. staff in troubleshooting all other network connectivity or operations issues.

Daily activity level: Blend of sedentary and physical work

Physical characteristics: Work is performed primarily in an office setting.

Work schedule may include evening, weekend, emergency call and call-back hours. Some travel may be required. Manual and finger dexterity required.

Ability to lift 49 pounds. Sitting, walking, stooping, bending, and lifting required.

Exposures: May be subject to exposure to electrical hazards, CRTs and VDTs.

Extraordinary working conditions: In the event of an emergency evacuation or system outage, must be able to work in the field for emergency backup operations.
