We are accepting applications to fill one (1) full-time Refuse Checker vacancy in the Resource Recovery & Waste Management Division (RRWMD) of the Public Works Department in Santa Barbara at the South Coast Recycling and Transfer Station.

  • NOTE: Positions vacated as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave.

    A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department. *BENEFITS: The 1414 position is eligible for Full-Time benefits.

THE POSITION: Under general supervision, inspects incoming load composition while operating a platform scale; determines appropriate fees, collects payment, and reconciles disposal fees; directs and controls vehicular traffic; enforces refuse ordinances and safety rules; and performs related tasks as required.

The Public Works Department: The Santa Barbara County Public Works Department consists of five divisions:

Transportation, Resource Recovery and Waste Management, Flood Control & Water Resources, the County Surveyors Office, and Administration. Examples of Duties

1.Directs customers to proper unloading location; determines types of material in customer's vehicle; weighs incoming and outgoing commodities in refuse vehicles, and calculates and collects disposal fees from customer; handles cash, check, credit card or charge transactions and make correct change; explains disposal fees to customers; operates automated and/or manual cash and charge registering system; issues receipts; observes all established policies and procedures for proper cash handling; reconciles and prepares reports and maintains proper receipt records; balances cash drawer at the end of the work shift; prepares and makes daily bank deposits; and estimates and buys daily cash and change requirements.

2.Reviews and enforces refuse ordinance and facility safety rules; inspects loads for unacceptable materials; prevents unloading of illegal, hazardous, or toxic materials by explaining regulations to customers; removes various items (i.e., computer monitors, tires, televisions, etc.) from the waste stream; identifies and documents illegal dumping or other hazardous materials incidents; and alerts management and provides information on person(s) responsible for illegal dumping.

3.Directs and controls refuse vehicle traffic at transfer stations and landfills to designated areas; coordinates vehicle parking with equipment operators; coordinates loader operation with traffic flow; and maintains contact with scale house and other operational personnel while on the pad to ensure effective site operations.

4.Enters data into the computer system; prints out daily tonnage reports; identifies and corrects minor computer software failures; refers more complex problems to programmer and follows direction to bring system on line; and responds to system down time by converting to manual accounting systems.

Employment Standards

  • One (1) year of work experience that included public contact and cashiering; OR,
  • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Additional Qualification: Possession of a valid California Class C Driver's License.

Knowledge of: basic math to balance cash register receipts to funds received; U.S. currency to make change; and basic computer operations and applications.

Ability to: read and apply appropriate safety rules and ordinances; maintain accurate records of materials and funds received; learn to identify illegal, hazardous, or toxic materials and substances; learn to communicate by two-way radio; learn to use an automated cash register; deal tactfully and effectively with the public; correctly read platform scales; learn the volume weight relationships of various types of refuse and vehicles; learn traffic direction techniques and methods; establish and maintain effective working relationships with co-workers; handle multiple tasks simultaneously; organize work and set priorities; follow verbal and/or written instructions; and learn to use various computer applications for records maintenance.

DESIRABLE QUALIFICATIONS:

Knowledge of: volume weight relationships of various types of refuse and vehicles; safe work practices and regulations; and traffic direction techniques and methods.

Ability to: use an automated cash register; identify illegal, hazardous, or toxic materials and substances; communicate by two-way radio; and speak Spanish.

Supplemental Information

Incumbents are required to: work rotating shifts, rotating work locations, holidays, and weekends; stand on hard surfaces up to 4 hours; and may be exposed to unpleasant field working conditions, including rainy, cold, windy, or hot weather. In addition, incumbents are required to move items weighing 40 pounds or more (i.e., computer monitors, large tires, televisions, etc.).

RECRUITMENT & SELECTION PROCESS:

  • Review Applications and Supplemental Questionnaire to determine those applicants who meet the employment standards (minimum qualifications).

  • Supplemental Questionnaire Ranking. Responses to the required supplemental questionnaire will be evaluated and scored.

    Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified applicants. Do not enter "see resume" or "see application" when responding to supplemental questions as raters will not have access to any information except what you enter in the box for each required supplemental question. Although you may have some of this information on your application, you will need to answer the questions completely for this section.

Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI.

Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

The appointee must satisfactorily complete a probationary period of twelve (12) months.
