SALARY: $68,289.00 - $109,521.00 ANNUALLY

EDUCATION ACCREDITATION: Applicant's education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.

PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.

CLASS DESCRIPTION

A City Planner I performs comprehensive project planning work of increasing complexity that may require knowledge of specialized areas of city planning. Work of this class involves no supervisory duties or responsibilities.

Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek that may include evening and weekend hours. Work is performed in an office where normal working conditions are encountered. Work requires minimal physical exertion.

SELECTION PROCESS

MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:

EDUCATION: Have a master's degree from an accredited college or university in urban or regional planning, sustainability or environmental studies, historic preservation, architecture, architectural history, nutrition, public administration, public health, or a closely related field.

AND

EXPERIENCE: N/A.

OR

EQUIVALENCIES: Have a bachelor's degree from an accredited college or university in urban or regional planning, sustainability or environment studies, historic preservation, architecture, architectural history, nutrition, public administration, public health or a closely related field

AND

One (1) year of experience in performing urban, regional, transportation, environmental, sustainability, food access, emergency or historic designation planning work.

LICENSES, REGISTRATIONS, AND CERTIFICATIONS:

Some positions in this class may require a Maryland Class C driver's license.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

  • Knowledge of the principles and techniques of city planning or emergency planning

  • Knowledge of research methodology as it applies to community and urban planning studies and sustainability or emergency programs.

  • Knowledge of the principles and theories of architecture and historic preservation.

  • Knowledge of the principles of political science, economics, sociology and the other social sciences.

  • Knowledge of basic statistics.

  • Knowledge of accepted environmental and sustainability practices.

  • Knowledge of accepted green building and sustainable development practices.

  • Knowledge of environmental purchasing polices.

  • Skill in historical and architectural research, including knowledge of requirements of the National Register of Historic Places.

  • Ability to be oriented to the planning procedures and techniques of the City of Baltimore.

  • Ability to prepare grant applications.

  • Ability to analyze facts and exercise sound aesthetic judgment.

  • Ability to prepare detailed urban plans and reports.

  • Ability to work effectively with others.

  • Ability to effectively communicate orally and in writing.
