Creates, plans, organizes, implements, manages, and promotes integrated solid waste and recycling outreach and education programs and household hazardous waste (HHW) collection to achieve the department's goals and objectives.

  • Develops, implements, and manages specific processes and programs for recycling, reusing, and reducing municipal solid waste.

  • Designs and creates materials, curricula and makes oral presentations for age-specific audiences including city officials, the public, media, schools, and other community groups to provide information regarding integrated solid waste and recycling programs.

  • Develops and posts Solid Waste Management social medial content.

  • Updates and maintains the Solid Waste Management webpages on the City of Glendale website.

  • Develops education and training materials; makes oral presentations to the public, media, schools, businesses, and other community groups to provide information regarding solid waste and recycling programs; schedules and conducts tours of local transfer stations, landfill, MRFs, and other facilities.

  • Develops public information strategies and written materials such as: public service announcements, press releases, brochures, websites, social media, and displays related to solid waste and recycling programs and household hazardous waste (HHW).

  • Persuades citizens and businesses to participate in recycling and waste stream programs.

  • Monitors and evaluates existing residential, commercial, and/or special event recycling and household hazardous waste (HHW) programs and makes recommendations for educational and service improvements; implements new programs and initiatives.

  • Works with the Solid Waste Supervisor in maintaining data to evaluate, record progress, and measure success of programs of the City's efforts in waste reduction and diversion programs from an economic perspective.

  • Organizes and coordinates the city's participation in special events and recycling celebrations such as: Earth Day and America Recycles Day.

  • Responds to citizen requests for information or programs; acts as liaison between the Field Operations Department and the community.

  • Trains public education volunteers and other non-profit groups to present recycling programs;  monitors and evaluates programs.

  • May provide guidance over solid waste staff and volunteers during events and projects.

  • Works with County and State Health Department representatives on solid waste compliance and variance reporting to ensure the city's program results doe not have a negative impact on health or environmental issues.

  • Fosters and maintains successful relationships with public, private, and charter school teaching personnel at elementary, middle, high school and college/university levels.

  • Participates in analyzing recycling markets and market trends to make decisions concerning disposable materials.

  • Participates in the preparation of specifications; obtains quotes for supplies, service, and equipment in assigned area of responsibility; makes purchases within established guidelines.

  • Coordinates with the Communications Department for necessary publicity and promotional activity.

  • Performs waste audits/assessments and recommends service levels for waste and recycling.

  • Operates City vehicles.

  • Performs other related duties as assigned.

Two (2)years of college course work in sustainability, marketing, communications, or a related field and three (3) years of solid waste, recycling and/or marketing experience.

Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.

Knowledge of:

The principles and practices of solid waste and recycling management and program planning

Public outreach and marketing practices

The principles and practices of recycling technology

Instructional techniques and writing and design curricula for youth and adult learners

Federal, state, and municipal laws and regulations related to recycling

Computerized data entry and retrieval systems

Skill in:

Public speaking and producing graphics, brochures, and other materials for public presentations

Operating audiovisual equipment for presentations

Using a computer and related software applications

Ability to:

Effectively present programs to a diverse audience with media to include print, video, electronic and in person

Develop positive working relationships with business leaders, community groups, government agencies, and other organizations

Assess the economic impact of recycling efforts

Produce clear, concise, effective, oral, and written communications

Establish and maintain effective working relationships with city employees and the general public

Conduct research, analyze findings, and prepare reports and recommendations on programs/activities

Communicate effectively verbally and in writing

Operate city vehicles

Special Requirements

A valid Arizona driver's license.

Evening or weekend work may be required.

Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy.

Working Conditions:

Most work is performed in the field with occasional office settings. Must be able to enter, exit and operate a city vehicle.
