Chemonics seeks a Recruitment Manager to join our Global Health Supply Chain Office (GHSCO) in Arlington, VA. The Recruitment team, in collaboration with the Human Resources Business Partners, promotes an enabling environment that attracts, hires and retains qualified candidates for the organization.

The Recruitment Manager plays a central role in leading recruitment and networking efforts for the Global Health Supply Chain Office (GHSCO). The manager provides high level talent acquisition services to a portfolio of clients including planning, sourcing, applicant tracking management, assessing, selection, metrics, and reporting. The manager also works to ensure recruitment and selection requirements comply with the Office of Federal Contractor Compliance Programs (OFCCP) and other relevant federal and local agencies and advances Chemonics brand across numerous markets and professional communities while guiding hiring managers and candidates through the selection process. Responsibilities Include:

  • Oversee the creation and management of GHSCO requisitions, including sourcing, screening, and interviewing qualified candidates

  • Screen and vet candidates to include salary negotiations serving as subject matter expert and point of contact

  • Work in partnership with hiring managers to determine hiring needs, candidate matches and demands of positions

  • Recommend strategies to streamline systems for effectiveness and efficiency in recruitment processes

  • Implement recruitment best practices, ensuring Chemonics is attracting the best qualified candidates and keeping in line with industry trends

  • Assist with developing and delivering training to staff on compliant recruitment practices

  • Assist with candidate outreach to include job fairs, information sessions and informational interviews

  • Work in conjunction with the portfolio of clients on maintaining a pipeline of candidates

  • Work in conjunction with new business staff to understand and better respond to clients' needs, continually promoting outstanding client service

  • Proactively recruits qualified professionals through many different sources including referrals, direct contact recruiting, job boards, Internet mining, and networking events

  • Perform day-to-day recruitment support activities consistent with understanding rules for applicant tracking, OFCCP rules and regulations, and Chemonics operating policies and procedures

  • Maintain recruitment knowledge and best practices and begins to expand versatility in international development work by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics' practice networks

  • Participate in new business efforts and mentors others

  • Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, fostering innovation and exceeding expectations

  • Perform additional duties and responsibilities as required by the supervisor

Qualifications:

  • Minimum 3 years of recruitment or relevant work experience

  • Bachelor's degree required; Master's degree preferred

  • Knowledge of USAID and its operations preferred

  • Experience living or working in developing countries preferred

  • Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments

  • Demonstrated ability to effectively conduct recruitment activities including but not limited to ad placements, screening, interviewing, reference and background checks, and salary offers and negotiations

  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings

  • Strong knowledge of MS Office applications

  • Ability to work both independently and as part of a team

  • Demonstrated leadership, versatility, and integrity

The GHSCO aligns Chemonics' global health expertise from its Global Health Division with the GHSC-PSM project and our innovative Supply Chain Solutions Division, which is making inroads on supply chain programming with USAID and other donors, both within and beyond the global health market. Within GHSCO, the Environmental Compliance team is responsible for ensuring compliance with Federal regulations under 22 CFR 216 - Environmental Procedures, or Regulation 216, or other standards as may be required or requested. Accordingly, the environmental compliance team leads and/or oversees design teams conducting environmental screening analyses of planned activities in order to identify potential environmental impacts and the possible need to implement specific mitigation and monitoring measures. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities Include: * In collaboration with GHSCO Contracts and environmental compliance staff, respond to regional, field office, support unit, and other corporate requests for assistance, information and interpretation on environmental regulations, procedures and management; subcontracting procedures and management * Support regional, field office, support unit, in the development and monitoring of subcontracts for WASH, health care waste management, environmental compliance, etc. projects * Ensure that staff is in compliance with environmental compliance regulations and specific contract regulations as well as Chemonics' policies and procedures * Conduct desk audits of project and/or activity to identify operational, environmental, and occupational conditions * Support the implementation of environmental compliance frameworks or environmental management systems * Participate in incident investigation, mitigation, root cause analysis and corrective action(s) for projects in the GHSCO * Coordinate environmental compliance and monitoring activities across GHSCO projects and draft reporting to outside agencies and clients; including USAID, the Global Fund, and DFID * Stay current with new ideas, trends, and techniques in the environmental field by attending conferences and workshops as they relate to global health, sustainability, and supply chain to both present on Chemonics' best practices and to learn emerging trends in the industries served by GHSCO projects * Promote Chemonics by attending external events, networking with clients and counterparts, articulating a solid understanding of Chemonics' past and present portfolio, effectively representing the company's history, values, and standards, and identifying and developing business leads * Represent GHSCO during agency inspections of offices, regional offices, service providers, and Mission as required * Work closely with GHSCO projects to provide on-going and ad hoc mentoring and advisory services to staff on issues of environmental compliance * Actively engage in technical practice and/or working group of relevance to areas of interest and/or procurement and supply chain management; shares information and best practices learned with the program and the company; participates in initiatives to help drive innovation * Participate in initiatives to help drive innovation Qualifications: * A bachelor's degree and a minimum of 3 years of progressively responsible experience in project or program management, including policy-oriented work, on a broad range of issues relevant to organizational management, environmental management required * Experience in managing and coordinating environmental compliance programs across a large organization, and developing project and program's environmental compliance frameworks is desirable * Knowledge of theories, concepts, and approaches relevant to environment hygiene management, health care waste management, and sustainable development * Strong organizational and work prioritization skills * Strong MS Office and word processing abilities * Experience supervising or mentoring employees preferred * Willingness to travel and work abroad a minimum of 4 to 8 weeks per year * Experience living or working in developing countries preferred * Demonstrated leadership, versatility, and integrity * English fluency required and French fluency strongly preferred Application Instructions: Apply through our Career Center https://chu.tbe.taleo.net/chu02/ats/careers/requisition.jsp?org=CHEMONICS&cws=1&rid=3105 .
