Represents Maui Health and participates in recruiting activities to fill job vacancies. Coordinates and participates in external recruitment process including extensive sourcing, partnering with supervisors to learn about job/department/fit, interviewing, skill assessment, candidate evaluation, applicant tracking and referral, advertising, and representation of organization at local and national recruitment events.
Provides education and counseling etc. to managers/supervisors regarding interviewing and hiring skills. Maintains comprehensive knowledge of employment, compensation, benefits, pay administration and related organizational policies, practices and/or regulations. Participates in and provides analytical support in design, development, and implementation of Recruitment projects and programs. Maintains working knowledge of all Recruitment processes and related laws or regulations.
Identifies issues affecting recruitment. Analyzes data, measures outcomes and initiates recruitment activities to continuously improve process.
Provides recruitment expertise to enhance chances of getting the right person for the job in tight labor market. Assists with developing forecasts of recruitment/employment trends. Participates in studies related to recruitment and retention.
Maintains familiarity with all recruiting needs within region, incorporating new position vacancies into daily recruiting activities.
Assists with implementing specialized recruitment programs for hard-to-fill vacancies, including sourcing, local/national advertising, applicant screening, tracking and referrals.
Represents Maui Health to general public at employment related events such as job fairs and career days. Promotes organization and health care careers.
Designs and produces general and specific recruitment materials.
Maintains comprehensive knowledge of employment, compensation, benefit, pay administration and related organizational policies, practices and/or regulations. Provides consultation on such to supervisors/managers.
Conducts extensive sourcing. Partners with supervisor to learn about job/department/fit.
Interviews, screens and conducts skill assessment and candidate evaluation. Conducts reference checks of applicants. Makes written evaluations and recommendations regarding applicants credentials, values, experience, ability to problem-solve, interpersonal and team-play skills and other qualifications which pertain to applicant's fit with organizational culture and specific job requirements.
Conducts in-service training programs for managers/supervisors to enhance selection skills.
Monitors turnover statistics on periodic basis, identifying both positive and negative recruitment/retention trends.
Participates in design and development, and maintenance of applicant systems and processes.
Collaborates with Regional Recruiter and HRSC staff to assure prompt and accurate outside applicant referral and tracking. Serves as resource to HRSC staff.
Reviews and classifies employment applications. Assures timely completion of referrals to hiring managers/supervisors. Responds in timely manner to incoming inquiries, both phone and mail, regarding employment opportunities.
Writes letters to applicants. Coordinates regular distribution of job vacancy listings to community recruitment agencies.
Composes wording for advertisements or edits that are submitted by others to assure correctness of grammar and punctuation, clarity, etc.. Assures hotline's information is updated weekly. Monitors advertisements of other health care institutions in community to determine trends regarding particular job classifications/groups and advises Regional Recruiter regarding same.
Maintains contacts in community for recruitment of and outreach to minority, handicapped and female applicants, and advocates for these groups among managers/supervisors. Informs Regional Recruiter and/or Director EEO of any irregularities or potential EEO problems which may arise in Employment area.
Works with program offices in coordinating immigration and re-certification process.
Maintains working knowledge of functions/duties of Recruitment and Workforce Planning, organizational policies, procedures, practices, labor agreements, and relevant federal and state laws.
Minimum two (2) years recruitment or related experience, including candidate sourcing/interviewing and working with hiring authorities.
Bachelor's degree in human resources or related field OR minimum four (4) years of experience in directly related field.
License, Certification, Registration
Thorough understanding of employment process.
Demonstrated ability to conduct professional interviews and to make recommendations for hire, including behavioral and/or competency based interviewing skills.
Demonstrated excellent interviewing and sourcing skills.
Knowledge of HR related federal and state laws and regulations, collective bargaining agreements, and policies.
Demonstrated knowledge of and skill in creativity/innovation, decision making, customer service, influence, interpersonal relations, oral communication, problem solving (analysis), project management, quality management, systems thinking, teamwork, and written communication.
Demonstrated knowledge of and skill in word processing, spreadsheet, and database PC applications.
Healthcare or medical full-cycle recruiting experience.
Demonstrated knowledge of and skill in Microsoft Office Suite
Work experience with computer based system to track and store applicant or employee information.
Master's degree in human resources or related field.
