Travis County's Human Resources Management Department is seeking a Recruiter I to join their dynamic team. The Human Resources Management Department works to position Travis County as an employer of choice through balanced, efficient and collaborative strategic partnerships.

Travis County recruiters are responsible for building the best resource the County has - it's people! The successful candidate will be creative and enthusiastic about looking at recruiting as a strategic function of county business and not just a task to complete.

This is an entry-level recruiter job, works under direct supervision with latitude for independent judgment. Assists in strategically and proactively sourcing passive and active candidates to build and maintain a quality talent pipeline for current and future workforce needs. Understands external labor market conditions. Builds and maintains relationships with potential candidates, recruitment agencies and associations. Provides program and administrative support to the higher-level Recruiters; post all recruited positions, may review resumes and contact candidates to ascertain fit and interest before referring to hiring managers, as appropriate. Performs entry-level full cycle recruiting, process improvement, position management, and data analysis. Responsible for recruiting staff for all Travis County departments and will partner with hiring managers to meet the organization's recruitment needs while providing a superior service experience for our candidates and hiring managers.

Distinguishing Characteristics

This is a job classification within the Human Resources job family. This is the entry level Recruiter job. Performs entry-level professional recruiting and other Human Resource management duties.

Duties and Responsibilities

  • Manages full cycle recruiting process for candidates, ensuring a smooth and favorable candidate experience.

  • Enters and updates job posting information in the County's recruitment software and to external sourcing sites.

  • Consults with hiring managers to understand their recruitment needs, develops sourcing strategies to leverage diverse high caliber candidates, and prescreens candidates to assess their qualifications.

  • Develops a working knowledge of departments to quickly identify hiring needs at thedepartment level, as well as how that aligns with the broader organizational culture.

  • Assists in developing pipeline of talent, specifically for frequently filled positions.

  • Works creatively with department to review recruitment plans and identify resources for outreach and staffing needs.

  • Provides consultation and training to departments in the use of best practices for using the talent management software system.

  • Assists in sourcing candidates and building a strong network of candidates through expert use of online sourcing techniques, networking, and referrals.

  • Assists in promoting new initiatives to increase pipeline and builds employer brand awareness.

  • Actively utilizes social media forums, participates in and attends career fairs, , visitshigh schools, vocational schools, and collegesto locate qualified individuals. (Some travel may be required.)

  • Serves as a subject matter expert on Travis County recruitment resources and tools.

  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:

Bachelor's degree in Personnel Management, Human Resources Management, Public Administration, Business Administration or a directly related field AND one (1) years of experience in sourcing and/or recruiting candidates or related field;

OR,

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:

Valid Texas Driver's License.

Preferred:

Senior Professional in Human Resources (SPHR); OR, Professional in Human Resources Certification (PHR).

Society of Human Resources Management Senior Certified Professional (SHRM-SCP); OR, Society of Human Resources Management Certified Professional (SHRM-CP).

Knowledge of:

  • Federal, State and Local regulations, codes and laws: Title VII of Civil Rights Act, Equal Pay Act, FLSA, ADA, FMLA, EEOC, I-9.

  • State and local government budget, planning, systems, documents, issues, and trends.

  • Recent Human Resources developments and current literature.

  • HRIS systems.

  • Training programs.

  • County policies, procedures and terminology.

  • Office management.

  • Service oriented leadership and hands on practitioner.

  • Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.

  • Business letter writing, grammar and punctuation, and report preparation.

Skill in:

  • Human Resources rules, policies, and procedures.

  • Online or social media sourcing and recruiting techniques.

  • Creating flyers and marketing materials for recruiting events

  • Applying Human Resources and consulting methods.

  • Applying sourcing and recruiting policies, metrics, and reports.

  • Excellent organization skills.

  • Problem-solving and decision-making.

  • Explaining information in simple non-technical language.

  • Both verbal and written communication.

Ability to:

  • Evaluate human resources problems and issues.

  • Interpret policies, procedures, and Federal, State and Local applicable laws.

  • Exercise sound judgment and make decisions.

  • Respond to inquiries.

  • Work independently and as part of a team.

  • Convey complex ideas and concepts verbally and in writing.

  • Communicate goals to a wide and diverse audience. Able to tailor communication style to meet the needs of the audience.

  • Manage time well, perform multiple tasks and organize diverse activities.

  • Make appropriate and effective public presentations.

  • Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the general public.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 20 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
