Under the general direction of the Assistant Director of Parks and Recreation, the Recreation Services Manager oversees and manages the planning, development, organizing and scheduling of City recreational programs, activities and facilities.  Analyzes staffing, operational, and programmatic needs as well as preparing cost analysis for use of existing facilities and programs to maximize their revenue potential and/or benefit to the community.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by the incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

  • Directs and supervises staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained and policies and procedures are being followed to ensure a healthy and safe working environment.  Makes hiring, termination, and disciplinary decisions or recommendations.

  • Oversees hiring and staffing needs to ensure the Recreation Services Division is properly staffed with qualified candidates.

  • Manages revenue collections and expenditures to achieve 100% cost recovery for the Frisco Athletic Center.

  • Develops annual operating/capital budgets and monthly measuring programs.

  • Develops an organized and structured program to provide for the fitness, aquatic, and recreational needs of Frisco residents.

  • Recommends and administers all operational policies and procedures and detailed emergency action plans for the effective operation of facilities.

  • Maintains standards of safety and sanitation in compliance with all federal, state and local regulations, policies and guidelines for the operation of a public fitness, aquatic and recreational facility.

  • Develops and presents reports to various audiences, including the City Council, Parks & Recreation Board, and the Community Development Corporation, and other meetings.

  • Responds to and resolves customer complaints, questions and suggestions related to the Recreation Services Division facilities, programs, activities, and services.

Other Important Duties:

  • Researches and applies for supplemental funding from the community and other entities, as appropriate.

  • Promotes Recreation Services Division, programs, activities and events through various mediums.

  • Travels to recreational programs, activities, and to attend meetings, conferences and training.

  • Performs other related duties as assigned.

  • Knowledge of fitness, aquatic and recreational program planning, operations, development, implementation, and evaluation.

  • Knowledge of general Construction Project processes and ability to work with assigned Project Manager on the design and construction phases.

  • Knowledge of supplemental funding research and application techniques.

  • Knowledge of Recreation Management Software.

  • Knowledge of City policies and procedures.

  • Skill in public relations to solicit volunteer support, suggestions, and supplemental funding for division programs and activities.

  • Skill in effective oral and written communications.

  • Skill in planning and implementing divisional procedures and objectives.

  • Skill in effectively supervising and delegating duties to assigned staff.

  • Skill in resolving customer complaints and concerns.

Education, Experience, and Certifications:

  • Bachelor's Degree in Recreation, Business, Education, Public Administration or related field, and five (5) years recreational facility, program development and administrative experience, two (2) years of which is in a managerial or supervisory role; or equivalent combination of education and experience.

  • Must possess Certified Parks & Recreation Professional certification, Certified Pool Operator or Aquatic Facility Operator certification, and current CPR and First Aid Certifications, or obtain within 6 months of employment.

  • Must pass a pre-employment drug screen, physical agility test, and criminal background check.

  • May be required to possess a valid State of Texas Driver's License.

  • Work is performed in office, park, swimming pool, recreational facility, fitness center and athletic field environments.

  • May be subject to exposure to air and water borne pathogens, body fluids, and infectious diseases when applying CPR, First Aid or cleaning facilities.

  • May be exposed to moving equipment, high voltage and hazardous chemicals in the maintenance and care of swimming pool pumps, filters, vacuums and electrical boxes.

  • Occasional exposure to extreme weather conditions during participation in special events, recreational programs and maintenance activities.

  • Balancing - maintain equilibrium to prevent falling while walking, standing, or crouching.

  • Fingering - picking, pinching, typing, working with fingers rather than hand.

  • Hearing 1 - perceiving sounds at normal speaking levels, receive information.

  • Kneeling - bending legs at knee to come to rest at knees.

  • Lifting - raising objects from lower to higher position, moving objects side to side, using upper extremities, back.

  • Mental Acuity - ability to make rational decisions through sound logic, deductive reasoning.

  • Reaching - extending hands or arms in any direction.

  • Repetitive Motion - substantial movements of wrists, hands, fingers.

  • Speaking - expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.

  • Standing - for sustained periods of time.

  • Stooping - bending body downward, forward at waist, with full motion of lower extremities and back.

  • Talking 1- expressing ideas by spoken word.

  • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.

  • Visual Acuity 2 - color, depth perception, field of vision.

  • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.

  • Walking - on foot to accomplish tasks, long distances, or site to site.

Work Environment:

  • Work performed is primarily medium work, exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Equipment and Tools Utilized:

  • Equipment utilized includes personal computer, copier, calculator, fax machine, other standard office equipment, standard recreational equipment, pool maintenance equipment, cleaning supplies and department vehicles.
