The purpose of this position is to coordinate recreation center programming and provide support for programs and services. This is accomplished by supervising personnel, developing, implementing and supervising recreation programs, promoting the Recreation Center and its activities and assisting with facility operations. Other duties may include monitoring the allocation of resources, assisting with the budget process, providing organizational support for the department and interfacing with other City employees and citizens. This position provides direction to other employees.

The information listed below is intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of this position.

  • Supervises personnel and contract instructors by interviewing applicants for open positions, coordinating training, observing and monitoring work tasks, developing program staff, evaluating work performance, writing performance evaluations, assisting employees to correct deficiencies, scheduling the necessary employees for facility operations and submitting time sheets for payroll. Position has direct oversight of Recreation Specialist II's at the center.

  • Develops and implements various programs by assessing the needs of citizens, identifying the types of programs to offer, recruiting and hiring qualified instructors for new programs, negotiating class and instructor fees, preparing goals and cost analysis for cost recovery, scheduling program dates, reserving facilities for programs, purchasing and maintaining equipment and materials needed, and advertising programs to the general public. This position will act in a liaison role to civic organizations and community partners on events; will research and lead the coordination of partnership of national/state affiliated programs as well as corporate partnerships that benefit the division.

  • Assists with facility operations by addressing and resolving complaints and concerns from the public, responding to emergencies when required, preparing facilities for programs, rentals and special events and ensuring the cleanliness of facilities.

  • Monitors the allocation of resources by ensuring that the supplies necessary for the operation of the facility are maintained, ordering new supplies and equipment, evaluating and recommending the budgetary needs for operations and creating vendor lists. Position is responsible for vendor and instructor payment processing and budget oversight of relevant to such.

  • Oversees volunteers at the Allen Senior Recreation Center by recruiting volunteers, maintaining volunteer database, assigning volunteer tasks, and tracking volunteer hours in collaboration with the Volunteer and Training Coordinator.

  • Serves as Rotating Supervisory on Duty. May work varied shifts including opening, closing, weekends, and holidays as assigned

Education & Experience

Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • Bachelor's degree in Parks and Recreation, Tourism, Therapeutic Recreation, Gerontology/Nutrition, Kinesiology, Sports Management, Physical Education or related field plus two (2) years of relevant work experience

Other combinations of education and experience may be considered.

Certifications/Other Requirements

  • Must possess a valid Texas Class C driver's license.

  • Valid Texas Class B Commercial Driver's License (preferred).

  • First Aid/CPR Certification within four (4) months of hire.

  • Certified Food Manager Certification within six (6) months of hire.

Reading

Intermediate

  • Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Math

Intermediate

  • Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Intermediate

  • Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Managerial

Receives limited directions. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.

Budget Responsibility

Does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a unit of less than department size.

Supervisory / Organizational Control

Work requires supervising and monitoring performance for a regular group of employees or a work unit including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions.

Complexity

Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.

Interpersonal / Human Relations Skills

Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
