The incumbent provides expertise and advice in the administration of wilderness, recreation, trails, special uses, and related programs and management activities. Reviews and monitors recreation, wilderness and related land management activities and recommends ways to achieve goals/objectives.
Analyzes and determines the effects of proposed recreation activities on natural resources and prepares environmental assessments and reports to document findings. Provides program input to a variety of natural resources management planning processes, including National Environmental Protection Act (NEPA).
Oversees the units wilderness, recreation, trails, special uses, and other related programs budget, and coordinates with other staff groups.
Reviews complex permit applications and background data to prepare and issue permits, fact sheets, and public notices. Prepares and administers special use permits, prepares and tracks bills for collection, and performs evaluations. Communicates program information to the public regarding agency management practices, rules, and regulations relating to wilderness, trails, special uses, recreation and related programs.
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Examples of specialized experience are: participated in the drafting of annual work action plans for carrying out recreation management decisions; worked alongside of senior members to develop potential recreational sites or areas for additional recreation use and planned development; and/or assisted with other resource management activities by analyzing the impact of those sources on the recreation program; and assisted in recreation special use authorizations, primarily including inspections and documentation for follow-up regarding compliance.
For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Examples of specialized experience are: provided input for the unit interdisciplinary planning teams; participated in developing the unit program of work for all aspects or portions of the unit-planning program, advising, coordinating, or reviewing the annual operating plans and budgets; and/or conducted routine environmental evaluations; and administered a variety of recreational special use authorizations, including interpretation of regulation, policy and direction involving issuance, transfers and administrative actions to ensure compliance by permit holders.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
