This position is responsible for leading and participating in assigned aquatic and non-aquatic recreation programs and for leading and participating in the maintenance of assigned facilities.

  • Plans, organizes, and implements a variety of aquatic and non-aquatic programs and activities.

  • Coordinates the maintenance of program equipment and supply inventories; makes approved purchases; distributes equipment, uniforms, and supplies to appropriate parties.

  • Reviews programs for quality assurance to assess the need to discontinue, revise, or develop new programs.

  • Develops and designs promotional and marketing plans and materials utilizing various forms of media to inform the public of swim programming and team events.

  • Supervises, develops, and implements programming to include masters swimming, Special Olympics swimming, lap swim, and fitness club.

  • Prepares and delivers programming and instruction as assigned such as Water Safety and CPR Certification classes.

  • Recruits team participants by school visits, social media, and word of mouth.

  • Compiles seasonal data, establishes goals each season, and provides seasonal reports.

  • Trains, instructs, and supervises part-time and seasonal coaches, and provides feedback.

  • Makes all essential travel arrangements and accommodations for event participation. Travels with program participants.

  • Acts as the Head Coach of the Dothan Dolphin Swim Team.

  • Leads and participates in the maintenance of facilities, pools (to include chemical application), parks, grounds, etc.

  • Coordinates and assists in coordinating a variety of special tournaments, programs, and events.

  • Enforces department and city policies and procedures.

  • Responds to questions, concerns, and complaints from the public and other interested parties.

  • Documents any accident or incident or failure to adhere to set policies.

  • Ensures compliance with all program guidelines and safety requirements.

  • Performs related duties.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION

  • Knowledge of aquatic and other leisure services program management principles.

  • Knowledge of competitive swimming.

  • Knowledge of programs and special events for aquatics.

  • Knowledge of basic graphic design principles.

  • Knowledge of first aid methods and safety precautions applicable to aquatics and athletics.

  • Knowledge of aquatic pool maintenance to include pool preparation.

  • Knowledge of sports associations rules and bylaws, particularly aquatics.

  • Knowledge of computers and job-related software programs.

  • Skill in planning, organizing, assigning, directing, reviewing, and evaluating the work of staff and volunteers.

  • Skill in First Aid.

  • Skill in decision making and problem solving.

  • Skill in interpersonal relations and dealing with the public.

  • Skill in oral and written communication.

  • Ability to coordinate recreational activities involving several participants.

  • Ability to communicate with athletes of various ages, parents, and the public.

SUPERVISORY CONTROLS

The Aquatics Manager assigns work in terms of general and specific instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

GUIDELINES

Guidelines include relevant sports association guidelines, chemical application guidelines, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of related supervisory, program development and implementation, and maintenance duties.  The variety of tasks to be performed contributes to the complexity of the position.

  • The purpose of this position is to supervise and participate in assigned recreation programs and in the maintenance of assigned facilities. Successful performance in this position contributes to the efficient and effective delivery of recreation services to the public.

CONTACTS

  • Contacts are typically with coworkers, other city personnel, volunteers, part-time staff, vendors, and the public.

  • Contacts are typically to give or exchange information, resolve problems, provide services, and motivate persons.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee frequently lifts light and heavy objects (25 - 50lbs), climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed in an office, in aquatic facilities (including pools), and outdoors, occasionally in cold, hot, or inclement weather. Work may require the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over assigned personnel.

  • Graduation from standard senior high school or GED, as recognized by the United States Department of Education (USDE) or Council for Higher Education Accreditation (CHEA); and

  • One (1) year experience coaching competitive swimming.

  • Possession of a current/valid certification in the following preferred:

  • Alabama Recreation and Parks Association (ARPA) Professional Recreator Certificate

  • Aquatic Facility Operator (AFO) Certification

  • CPR/First Aid Instructor

  • Certified Parks and Recreation Professional (CPRP)

  • Certified Pool Operator (CPO)

  • Certified Sports Official (Such as Dixie Youth, Special Olympics, etc.)

  • Certified Therapeutic Recreation Specialist (CTRS)

  • Certified Youth Sports Administrator

  • Group Fitness Instructor (From an Accredited Institution/Program)

  • Personal Trainer Certification (From an Accredited Institution/Program)

  • USA Swimming Coach Certification

  • Water Safety Instructor (WSI) Certification

  • Possession of a current American Red Cross Water Safety Instructor, USA Swimming Swim Coach, and/or CPR/AED for the Professional Rescuer certification(s) preferred.

  • Possession of a current Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO) certification(s) preferred.

NECESSARY SPECIAL REQUIREMENTS

  • A valid driver license and an acceptable driving record.  (PBA 09/10/01)

  • Employees in this position are required to obtain/maintain an American Red Cross CPR/AED for the Professional Rescuer certification within two (2) months of employment/promotion/demotion/ transfer.   (See condition for details.)

  • Employees in this position are required to obtain/maintain an American Red Cross Water Safety Instructor certification within six (6) months of employment/promotion/demotion/transfer.   (See condition for details.)

  • Employees in this position are required to obtain/maintain a USA Swimming Swim Coach certification within two (2) months of employment/promotion/demotion/transfer.  (See condition for details.)

  • Employees in this position are required to obtain/maintain a Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO) certification within six (6) months of employment/promotion/ demotion/ transfer.   (See condition for details.)

  • An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.

  • An applicant for this position is subject to a criminal history background check pursuant to the following statutes:   §§38-13-1. Ala. Code (1975) et seq., as amended by the Child Care Safety Act (Act of Alabama #2018-278), Act of Alabama 2019-322, or §41-27-10, Ala. Code (1975).

  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 08/13/12)
