Job Description

The Oklahoma Department of Emergency Management (OEM) prepares for, responds to, recovers from, and mitigates against disasters and emergencies. Our agency operates the State Emergency Operations Center which serves as a command center for reporting emergencies and coordinating state response activities.

The OEM is seeking a full time Recovery Division Manager providing support to the Oklahoma Department of Emergency Management Team. This is a state employee position governed by the Civil Service Rules, located in Oklahoma City, Oklahoma. The annual salary for this position is $80,000.00 - $100,000.00 based on education and experience.

Position Summary

Under the direction of the OEM Agency State Deputy Director, this position is responsible for the senior leadership of daily statewide operations of the Disaster Recovery Programs Division which includes the Public Assistance and Individual Assistance programs. This includes the supervision of professional level staff. This position will ensure division compliance with all federal and state regulations regarding the administration of disaster assistance programs.

Typical Functions

  • Provides senior leadership and strategic direction to the Oklahoma Department of Emergency Management Disaster Recovery Programs Division including the Individual Assistance (IA) and Public Assistance (PA) programs. Regularly work with Federal, Tribal, State and Local partners to address the many complex issues associated with disaster preparedness, response, recovery, and mitigation activities which includes producing analytic reports, presentations, and providing training to teams of emergency management professionals and external partners.

  • Leads a dedicated inter-disciplinary Disaster Recovery Programs Division team of approximately 20 professional and non-professional public servants. This includes program oversight, direction, and guidance for the Individual Assistance and Public Assistance.

  • Responsible for routinely analyzing the effectiveness and efficiency of the emergency management disaster recovery programs which are administered by the Oklahoma Department of Emergency Management. A core responsibility includes developing courses of actions which improve overall program, policy, and process effectiveness.

  • Oversees budget planning, programming, and staffing requirements for the Disaster Recovery Programs Division.

  • Responsible for coordinating and writing federal disaster requests.

  • Serves as the State Coordinating Officer (SCO) and Alternate Governor's Authorized Representative (AGAR) for all open Oklahoma Disasters and Fire Management Assistance Grants (FMAG). Duties include drafting correspondence, both formal and informal, to appropriate stakeholders and delivering briefings to executive and senior leadership concerning program evaluation findings.

  • Required to analyze the Disaster Recovery Division's disaster grant programs and prepare recommendations with associated improvement plans for executive leadership.

  • Conducts disaster recovery program evaluations and provide written and verbal guidance to internal and external stakeholders in the form of reports and presentations.

  • Participates in State Emergency Operations Center activations supporting disaster operations by helping fill operational and logistical support requests by working with various federal liaisons, state liaisons and local representatives.

  • Possesses the ability to evaluate emergency situations and identify logical courses of action.

  • Expert knowledge of the FEMA Public Assistance Program

  • Serves as the primary lead for joint FEMA/State/Local Preliminary Damage Assessments.

  • Develops, reviews, and instructs IA and PA training courses.

  • Represents OEM at national, regional, state, and local meetings with Federal, Tribal, State, Local voluntary and private partners

  • Possesses knowledge of the National Disaster Response Framework and the National Disaster Recovery Framework

  • Possesses experience with writing and reviewing state rules and guidance documents, drafting, and commenting on legislation and other emergency management policy documents. This includes explaining the laws, regulations, and policies applicable to the Oklahoma disaster recovery programs.

  • Responsible for articulating complex agency policies and communicating technical aspects of the Disaster Recovery Programs Division to individuals impacted by disasters.

  • Knowledgeable of incident action planning, recovery planning, public assistance planning, debris planning and hazard mitigation planning

  • Knowledgeable with applicable state and federal laws, rules, policies, and guidelines.

  • Routinely presents complex information in easy-to-understand formats to large and small groups. Examples include PowerPoint presentations, virtual presentations utilizing WebEx/ZOOM type programs, speaking on panels, etc.

  • Maintains active accounts and be proficient in the National Emergency Management Information System (NEMIS), Emergency Management Mission Integrated Environment (EMMIE), FEMA Grants Manger/Portal.

  • Participates in the review and development of public information releases (work closely with the OEM Public Information Officer to develop releases, coordinated information and collection from other state agencies)

  • Performs other duties as assigned.

Education and Experience

  • Education and Experience required at this level consists of a bachelor's degree and seven years of professional supervisory or managerial experience in implementing and executing state level recovery programs to include state hazard mitigation program, individual assistance, and public assistance programs. An equivalent combination of education and experience, substituting one year of professional level experience in the above listed areas for each year of the required education may be allowed. NOTE: No substitution will be allowed for the required professional supervisory or managerial experience.

  • Familiarity with FEMA joint field office operations and fluent in all phases of emergency management.

Special Requirements

  • Experience in providing Federal, State, and local Public Assistance regulations, manuals, policies, and procedural guidance.

  • Knowledge of the provisions within the National Environmental Policy Act and Historic Preservations guidelines and their relationship to other programs, and conflict areas.

  • Knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS) and FEMA incident action planning process.

  • Knowledge of land use principles and critical infrastructure.

  • Knowledge of emergency debris removal operations.

  • Knowledge of large engineering projects and expert knowledge of the Stafford Act, 2 Code of Federal Regulations, 44 Code of Federal Regulations, Emergency Management and Assistance

  • Expert in ability to communicate orally and in writing.

Knowledge, Skills, and Abilities

  • Expert knowledge of disaster recovery programs; of means of minimizing property damage and human discomfort once a disaster has occurred; of the principles and practices of program planning and project implementation; of the theory, principles, techniques and practices of disaster emergency organization and preparedness; of public administration principles and practices; of state and federal laws, rules and regulations pertaining to disaster recovery and assistance; of training techniques; and of documenting and report preparation.

  • Ability is required to evaluate emergency situations and adopt effective courses of action; to analyze and communicate recovery advice to local officials; to encourage local compliance with state and federal recovery guidelines; to gather information from printed and other recorded sources; to establish and maintain effective working relationships with others; to present ideas and facts clearly and concisely; to develop practical plans and exercises; to test and evaluate recovery from natural hazards; to prepare and review complex reports; and to maintain order among groups in emergency situations.

  • Ability to rapidly assimilate information related to OEM, state, and federal regulations, legislation, guidelines, policies, and procedures.

  • Excellent interpersonal skills with the ability to demonstrate poise, tact, diplomacy, and maintain effective working/professional relationships with others.

  • Strong communication and presentation skills. Ability to convey technical information in layman's terms that can be understood by people with a variety of educational and working backgrounds.

  • Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current, and prevent recurrences of, problem conditions.

  • Must be detail-oriented, organized, and flexible.

  • Ability to prioritize, plan, and execute multiple concurrent technical projects.

  • Ability to responsibly handle sensitive and confidential information and situations.

  • Ability to comply with safety standards and best practices.

  • Ability to work other than normal working hours, including during disasters and emergencies, sometimes for extended periods with limited relief. Ability to deploy on relatively short notice and be able to work in adverse environments or weather conditions as needed.

  • Proficient in Microsoft Office Suite (e.g., Microsoft Word, Excel, Access, PowerPoint, and Outlook).

Physical Demands and Work Environment

Work is typically performed in an office setting with climate-controlled settings and exposure to mild noise level. This position requires long periods of sitting and daily use of computer and telephone.

Special Requirements

Must be able and willing to perform all job-related travel in-state and out-of-state when necessary, including overnight travel. Percentage of travel time: <50%. Applicants must possess a valid Oklahoma Driver's license at time of appointment and be willing and able to perform all job-related travel associated with this position; have and maintain the physical and mental stamina required to perform the work and to accept the physical discomforts and/or dangers associated with the work, including work under conditions of heavy physical exertion, extreme heat, smoke or dust, and to lift and carry heavy objects; and be willing to be on call twenty-four hours a day. Example: Must visit and survey disaster sites.
