Department: Building Construction Services

Location: New Port Richey

General Description: Advanced clerical/bookkeeping work, which involves moderately complex work methods and problems. Maintains specialized office records.

EMERGENCY RESPONSE/RECOVERY ACTIVITIES: All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Essential Job Functions:Performs specialized clerical/bookkeeping/record keeping duties requiring technical knowledge. Maintains specialized records and provides technical information.

Retrieves files, including retrieval of reports and records from a personal computer. Maintains records and provides daily, weekly, monthly, and yearly reports. Maintains records for future inspection.

Enters file information into the computer. Handles requests for information in person or over the telephone. Refers more difficult problems requiring policy decision to supervisors or other designated persons or departments.

Operates office equipment such as personal computer and related software, copy machine, fax machine, blueprint machine and microfilm reader/printer when necessary. Duties require work to be done with a minimum of supervision. Performs related work as required.

Knowledge, Skills and Abilities:

  • Knowledge of general office procedures and practices.

  • Knowledge of bookkeeping principles and procedures.

  • Knowledge of business English, spelling, and mathematics.

  • Knowledge of data entry equipment.

  • Ability to effectively search, retrieve and maintain complex records and files.

  • Ability to understand and carry out oral and written instructions.

  • Ability to learn the procedures and operations of the unit to which assigned.

  • Ability to meet and deal effectively with employees, vendors, and the general public.

  • Ability to use tact in resolving work problems.

  • Ability to maintain complex records and prepare reports.

  • Ability to operate a personal computer and related software.

Minimum Requirements:
PHYSICAL SKILLS: Ability to lift and/or move up to 40 pounds and also push or pull heavy objects.

May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Ability to communicate effectively using verbal, written and visual communication. Requires standing, stooping, and bending.

Physical Skills for Development Services Administration Position is extremely physical requiring a continuous routine of pulling out heavy pocket folders and replacing same on high shelving.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma. Three years of experience in clerical/bookkeeping work, including experience in the operation of a personal computer.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver's license.

Essential Job Functions: Inspects building construction to ensure compliance with codes and regulations. Makes final inspections of building against approved plans to ensure that the plans have been complied with. Performs records maintenance, clerical work, and activity reports. Answers telephone questions from the public pertaining to building problems. Issues verbal and written instructions to contractors and other interested parties to correct building violations. Performs building plans examination in absence of plans examination staff. Performs related work as required. Knowledge, Skills and Abilities: * Knowledge of the materials and methods used in general building construction. * Knowledge of the building trade and of stages of construction when possible defects and violations may most easily be observed and corrected. * Ability to understand established building codes. * Ability to recognize faulty construction or hazardous conditions. * Ability to read and interpret building construction plans and specifications. * Ability to enforce codes and regulations firmly, tactfully, and impartially. * Ability to maintain records and to prepare and submit reports. * Ability to establish and maintain effective working relationships with employees, contractors, engineers, and the public. * Knowledge of construction codes. * Knowledge of County ordinances and policies dealing with licensing. * Knowledge of State statutes dealing with construction and licensing. * Ability to operate a computer. EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma supplemented by five (5) years of experience in building construction trade as a supervisor, building inspector, foreman, or building contractor. LICENSES, CERTIFICATIONS OR REGISTRATIONS: Standard Certification in accordance with Chapter 468, Florida Statutes, as a Building Inspector. Must maintain and complete continuing education requirements by the State of Florida for the Licenses held. Must possess a valid driver's license.
