PURPOSE OF DIVISION

The Workforce Innovation and Development (WID) team is dedicated to supporting the operations and employees of HAS.  WID (formerly Human Capital Management) exists to prepare the workforce of today for the needs of the department tomorrow.   To that end, WID serves as an internal resource for all HAS divisions and as a liaison for the department with COH Shared Services (HR and Payroll).   WID works to provide a positive experience department-wide and assist in all efforts to grow, develop, and effectively management the HAS workforce.

PURPOSE OF THE POSITION

The purpose of the Records Manager will manage, develop, and directs department wide or comprehensive records management activities for Houston Airport System (HAS) legal and business records, including retention, storage, retrieval, security, indexing and dissemination of all documents.  The position will manage the storage, access and preservations of active and historic records and the storage and disposal of inactive and obsolete records.  Manages and advises staff in records management techniques and procedures, records protection, storage, retrieval, elimination and preservation, and automated records processing applications for all of HAS. "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required."

The  Records Managers duties include, but are not limited to:

  • Manage the implementation and budgeting of vendor services for Records Management.

  • Ensure timely reporting of all records to COH ARA via the COH Records Management Web Application.

  • Serve as HAS Records Management Liaison

  • Manages the storage, access and preservations of active and historic records and the storage and disposal of inactive and obsolete records.

  • Manages and advises staff in records management techniques and procedures, records protection, storage, retrieval, elimination and preservation, and automated records processing applications.

  • Directs the work activities, reviews performance, and provides training and professional development of staff.

  • Develops, maintains, and reviews standards and procedures for the filing, indexing, retention, retrieval, storage, dissemination and cataloging of records.

  • Prepares reports, memos and correspondence relating to the records management section. Prepares and manages the section's budget.

  • Inventories and ensures retention schedules comply with federal, state, local and operational requirements.

  • Keeps current of state, federal and local regulations and legal requirements relating to records retention, storage media and admissibility of information.

  • Testifies in legal proceedings about the veracity of the records.

WORKING CONDITIONS 

The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.

EDUCATIONAL REQUIREMENTS  

Requires a Bachelor's degree in Information Management, Business Administration or a related field.

EXPERIENCE REQUIREMENTS 

Four years of progressively responsible professional experience in records management are required.

SUBSTITUTION

Responsible professional records management experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS 

NonePREFERENCES:

Certified Records Analyst, Certified Manager, PMP certification or similar certifications.

  • Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. *SELECTION/SKILLS TESTS REQUIRED

The selection process will involve application review and/or interview. Department may administer skills assessment test.

YES - this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.

Pay Grade 25
