Duties

  • Develop, implement, and maintain facility policies and procedures in accordance with VA and VBA policies..

  • Receive training and utilize training to conduct training to business lines.

  • Monitor and audit records maintained by business line liaisons.

  • Maintain a thorough working knowledge of VA and VBA systems of record, privacy policy, FOIA policy and other rules and policy regulations.

  • Work to ensure compliance with all rules, regulations and policies and recommends at the facility and national level improvements in record management.

  • Work in conjunction with Regional Counsel, General Counsel, and the Information Security Officer (ISO) to research, determine, document, and implement a process for administering legal holds and the resumption of records destruction.

  • Conduct frequent sampling and spot checks to ensure compliance with station shredding policies.

  • Ensure vital records are identified, inventoried, and protected in an emergency. Identify emerging technology and trends relating to records management best practices.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50 (Do NOT submit an SF-50 for an award or general adjustment). If you previously held a higher grade, you must also submit any SF-50 showing that grade.

GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.

Specialized experience is defined as: Experience performing a variety of routine duties associated with a records management, including leading, planning and managing for both core mission and administrative records; providing advice, support and guidance of a routine, unusual and factual nature, including interpretation of application laws, regulations, and polices to staff regarding the adequacy of documentation, creation, effects and management of records; coordinating with leadership to ensure regional systems functionality are compliant with policies, procedures, and business processes in support of a records management program; serving as a regional coordinator for e-records ensuring the integrity and reliability of an electronic records systems;

AND

experience providing factual advice and guidance regarding regulatory compliance, policy and procedures for an electronics records service program.

OR

Applicants may substitute Graduate Education to qualify for grade GS-11. I have been awarded a Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or I have completed three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a degree. This graduate degree or education demonstrates the knowledge, skills, and abilities to do the work for this position. NOTE: Your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information if this response is selected.

OR

Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level, and earned toward a Ph.D. degree, may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e, 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of college transcripts that demonstrate this information.
