  • This position will report to McLaren Bay Region three (3) days per week and report to McLaren Greater Lansing two (2) days per week.

Position Summary:

The Recipient Rights Officer, under the general direction of the Director, Behavioral Health, develops and maintains policies and procedures which safeguard the rights of the recipients of the services in the licensed psychiatric and substance abuse programs at McLaren Bay Region and McLaren Greater Lansing. This employee monitors the recipient rights system to ensure compliance with the Michigan Mental Health Code and the Michigan Department of Health and Human Services rules and regulations, and, the conditions of participation with the Center for Medicare and Medicaid Services; plans, develops and presents in-service training for McLaren Bay/Lansing Behavioral health employees and contract agency staff concerning the protection of recipient rights and performs other related duties as assigned

Essential Functions and Responsibilities:

  • Knows, understands, incorporates, and demonstrates the McLaren Health Care Mission, and subsidiary Vision and Values.

  • Develops and maintains policies and procedures to protect the rights of recipients in the licensed psychiatric and substance abuse programs at McLaren Bay Region/McLaren Greater Lansing;

  • Prepares and presents in-service training programs to McLaren employees and contract agency staff concerning the protection of recipient rights;

  • Monitors the recipient rights system relative to the success in protecting recipient rights;

  • Investigates all allegations of recipient rights violations in a timely manner;

  • Ensures that complainants are informed of investigation actions and rights of appeal;

  • Assists recipients in pursuing appropriate recourse when dissatisfied with results of investigation actions;

  • Documents and maintains records related to complaint interventions, investigations, corrective action plans, and other rights office related functions that may be required;

  • Coordinates meetings and assists the Recipient Rights Advisory Committee as needed;

  • Prepares semi-annual and annual reports concerning recipient rights programs and presents these to the McLaren Oakland Rights Advisory Committee, the hospitals' Board of Trustees, and the Michigan Department of Health and Human Services;

  • Regularly attends staff meetings;

  • Performs short and long term administrative planning functions as assigned;

  • Establishes and maintains effective working relationships with various human service agencies, organizations and groups within the community;

  • Serves as the primary contact person for Recipient Rights audits by the State of Michigan Department of Licensing and Regulatory Affairs and by Community Mental Health Boards/Authorities;

  • Reviews all Occurrence/Incident Reports related to psychiatric or substance abuse patients or the licensed units/programs;

  • Submits a monthly report detailing Recipient Rights activities to the Director, Behavioral Health and the President/Chief Executive Officer;

  • Submits report of Recipient Rights activities to Quality Improvement/Board of Trustees at intervals required by hospital policy;

  • Assists Quality Management in analysis of trends associated with complaints, grievances and safety risks in the hospital's behavioral health programs;

  • Effectively manages expenditures associated with the operations of the McLaren Bay Region/Greater Lansing Recipient Rights Office;

  • Advises the Director, Behavioral Health of issues related to compliance with Recipient Rights;

  • Serves as Patient Advocate for individuals receiving treatment services in Behavioral Health;

  • Coordinates response to complaints with the McLaren Bay Region/McLaren Greater Lansing Patient Experience Manager to ensure reporting timelines of both Recipient Rights and the Centers for Medicare and Medicaid Services (CMS) are met;

  • Ensures the licensed psychiatric and substance abuse programs at McLaren Bay/Lansing are in compliance with Patient Rights standards developed and maintained by the Michigan Department of Community Health, the Centers for Medicare and Medicaid Services, the Joint Commission, the Health Facilities Accreditation Program, and other regulatory and accreditation organizations as appropriate.

  • Performs other related duties as assigned.

Required:

  • Bachelor's Degree from an accredited college or university

  • Successful completion of the Basic Skills curriculum as determined by the Michigan Department of Health and Human Services Office of Recipient Rights, within the first 90 days of employment.

  • Every three (3) years during employment, the Recipient Rights Office must complete a Recipient Rights Update training as specified by the Michigan Department of Health and Human Services

Preferred:

  • Masters Degree in Mental Health Related field, Nursing, Business Administration, Health Care Administration, or Law
  • 2 years working in behavioral health field
