Responsibilities

As a Reecapitalization Transaction Specialist, you will:

  • Advise and make recommendations on affordable housing transactions to supervisors and managers in the Affordable Housing Transaction Division.

  • Provide advice and assistance to all parties to affordable housing recapitalization transactions, including Owners, Public Housing Authorities, lenders, third party contractors and counsel to such parties.

  • Actively participate in solving some of the Nation's most complex and plaguing problems associated with public and affordable housing.

  • Provide technical support to housing authorities, multifamily owners, as well as HUD field staff with the goal of improving, preserving and repairing assisted rental housing, which may include leveraging improvements in education, health, safety and employment.

  • Stay abreast of current activities being implemented to serve the larger goal of preserving assisted housing, which may include transforming neighborhoods of concentrated poverty into viable, mixed-income neighborhoods with access to key assets and services

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Providing interpretation and guidance regarding housing procedures, laws, and regulations related to multifamily housing development, which may include multifamily loan origination, multifamily underwriting, or a related multifamily or commercial area; AND
  • Overseeing or completing the underwriting functions for a project budget as part of the development process for a multifamily housing project; AND
  • Analyzing and resolving housing project issues relating to multifamily underwriting or operations.

Time-in-Grade:

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:

Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
