Summary

The position is located within the Real Property Service of the Office of Construction and Facilities Management (CFM). The incumbent serves as a Realty Specialist and provides support for the acquisition of major leasehold interests in real property including projects requiring construction or alteration.

Responsibilities

The Realty Specialist is responsible for overseeing and managing several initiatives for major lease acquisition projects. The incumbent is the primary point of contact in establishing milestones, schedules, and funding requirements to gain appropriations for new Outpatient Clinics.

Conducts assessments of the project site to determine items such as surrounding land use, competition in the market place, construction barriers, local planning and zoning regulations and economic factors affecting potential buyers. Conducts field trips to obtain information at the sites and compiles property data to develop a Benefits Cost Analysis (BCA). Manages the financial aspects of real estate development such as working with project revenue projections. Conducts research and develops white papers, executive briefs and executive decision papers for approval through the congressional appropriation process.

The process involves various phases of development and acquisition in real estate development. Conducts reviews and coordinates the legal aspects of agreements and rights of way, title clearances and other appropriate requirements for land and/or agreements on capital assets. Participates on site selection teams and develops Solicitation for Offers (SFO) for various projects. Directs the efforts in designing preliminary plans and participates in the final inspection of newly constructed or altered spaces to ensure all contractual specifications have been met.

The work is primarily sedentary with some travel required to inspect projects, evaluate potential properties and determine the feasibility and cost of acquisition through lease. May require walking over rough terrain or undeveloped raw land, and may involve exposure to unpleasant weather conditions.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

GS-09: Your resume must also demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree OR you have obtained an LL.B. or J.D. that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector entry level experience providing support for the acquisition of leasehold interests in real property including projects requiring construction or alteration; experience participating in reviews and experience researching policies and guidelines for the field facilities; experience providing assistance to Senior Realty Specialists in developing solicitation, public notices and responding to public, congressional and other inquiries on the status of projects and possible implications.

GS-11: Your resume must also demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR you have successfully completed an LL.M. degree that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing assistance in conducting assessments of the project site to determine such items such as surrounding land use, competition in the market place, construction barriers, local planning and zoning regulations, and economic factors affecting potential buyers; experience conducting field inspections of properties proposed for acquisition; experience meeting with contractors and preparing a detailed punch list and experience reviewing the progress and completion of identified inadequacies; experience reviewing titles of property, easements, covenants, or other encumbrances of record on properties to determine needs for proposed projects; experience coordinating legal documentation as necessary to assure that appropriate legal requirements have been documented and recorded as needed.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector in Real Estate development and price analysis sufficient to compile property data and transition data into a comprehensive Benefits Cost Analyses for a variety of options to include lease and design/lease; experience in commercial structural aspects of construction, space planning and floor plans sufficient to determine feasibility of proposed structures for customer needs and experience analyzing and delineating customers data to define functional needs; experience with acquisition laws, regulations and procedures ensuring compliance with overall acquisition components pertaining to processes for land acquisition and disposal, attaining legal documentation and signatures for agreements, rights of way, and lease agreements for lease, design/lease projects.

GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector overseeing and managing several initiatives for major lease acquisition projects; experience managing the financial aspects of real estate development and conducts research and develops white papers, executive briefs and executive decision papers for approval through the congressional appropriation process; experience serving as the Contracting Officers Technical Representative discussing contract issues and concerns throughout the duration of the project and monitoring the project progress and conducts periodic inspections to assure compliance with contract provisions; experience participating on site selection teams developing Solicitation for Offers (SFO) for projects; experience directing the efforts of architects, facility planners and others designing the preliminary plans, reviewing drawings and making final recommendations; experience participating in the final inspection of newly constructed or altered spaces to ensure all contractual specifications have been met and participating in the negotiation of terms of final settlement agreements.

Combining Education and Experience:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-09 and GS-11 grade levels. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

There is no educational substitution for the GS-12 and GS-13 levels.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement.

For a GS-13 position you must have served 52 weeks at the GS-12 etc. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
