Summary


This position is located in Houston or Rolla, MO serving the Mark Twain National Forest.

Incumbent serves as a Realty Specialist on a National Forest, providing leadership and direction for an unusually complex landownership adjustment, boundary management, right-of-way and title management programs through the disposal, purchase, exchange, condemnation, partial interest, donation, rights-of-way, real estate title, rights-of-way cost share agreement, and special uses programs.

Responsibilities


Manages a complex landownership adjustment program by providing program leadership

, planning, direction, coordination, and technical advice in land adjustment including disposal, purchase, exchange, donation, partial interest, condemnation, rights-of-way, real estate title preparation, and rights-of-way cost-share agreements. Serves as an expert of complex, unusual, and novel claims or application for rights or interest in public lands. Provides advice on all aspects of acquisition, disposal, or rights to public lands.

Evaluates individual land adjustment cases and determine whether there are any outstanding liens, rights, or encumbrances that could affect value or quality of title in land adjustment cases. Manages the processing of title claims and encroachments.

Serves as program manager responsible for furnishing guidance, assistance and training to Ranger District personnel and counsel to immediate supervisor and Forest Supervisor on all matters pertaining to authorization and administration of the non-recreation (lands) special use program dealing with road and trail rights-of-way.

Keeps special use authorization holders, affected line officers, staff, and Office of General Counsel apprised of actions as necessary. Works closely with other Federal and State agencies on special use authorizations that involve uses that cross administrative boundaries.

Demonstrates leadership in establishing and maintaining a work environment that is free from discrimination and creates a sense of inclusion and support for all employees in the workplace.

GS-12: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience are: Completing a variety of real estate management functions through the utilization of a wide range of concepts, principles, and practices; providing contractor guidance and interpretation of real estate regulations and requirements; ensuring contract compliance with the scope of work and discipline specific to quality assurance; performing acquisition, disposal planning, reconnaissance, condemnation reports, appraisals, title research, economic analysis, and preparation of contracts for real estate functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
