These positions are located in Santa Fe, Las Cruces, and Farmington field offices for the Bureau of Land Management.

This position is concurrently open to all U.S. Citizens under Announcement Number BLM-NM-24-123629266-DE-OPM.

Salary Range:

Santa Fe, NM: $73,317 - $95,310

Farmington and Las Cruces, NM: $72,553 - $94,317These positions are located in Santa Fe, Las Cruces, and Farmington field offices for the Bureau of Land Management. The focus of these positions will be on renewable energy or FAST 41 projects. The employee is responsible for exercising technical expertise in a wide variety of complex land and realty transactions which may include all or several of the following areas: lands and realty case work, planning systems, compliance, environmental analysis, and budget.

The employee in this position is considered an experienced technical expert in the Lands and Realty Program. This individual has an advanced knowledge of the Bureau's Lands Program including, statutes, regulations, judicial decisions, solicitor opinions, and Departmental and Bureau decisions, policies, and procedures. Using that advanced knowledge and experience, the specialist independently leads or individually gathers, analyzes, and processes information, and makes defensible recommendations on a wide variety of complex and controversial lands and realtor actions including rights-of-ways, communication site, land acquisition and disposal, Recreation and Public Purposes (R&PP) actions, patents, exchanges, permits, leases, withdrawals, and trespass.

  • Determine land ownership and status, processes patents, reviews applications, and establishes and maintains case files for a wide variety of land and realty actions.

  • Prepare or request required reports and assessments that consider all issues such as cadastral survey, hazardous materials, appraisals, cultural input, mineral, title, grant authorizations, decision letters, and enforceable terms and conditions.

  • Work to ensure customers' needs are met, even when those needs are outside of the typical role of the position.

  • Make convincing, articulate, and accurate oral presentations using non-verbal and vocal qualities that support the verbal spoken message.

  • Work with internal and external teams and partners to achieve mutual goals, resolve issues, find compromise and solve complex problems.

  • Lead or individually gathers, analyzes, and processes information, and makes defensible recommendations on a wide variety of complex and controversial lands and realty actions including rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes (R&PP) actions, exchanges, permits, leases, withdrawals, and trespass.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-11

A. Specialized Experience: Applicant must have one (1) full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) leading complex and controversial lands and realty actions including rights-of-ways, communication sites, land acquisition and disposal, or other use authorizations; (2) investigating or reporting unlawful closure of public lands, trespassing, or noncompliance of stipulations; (3) assisting other personnel in developing environmental assessments for lands program proposed actions; (4) providing information and application procedures to the public on complex realty program issues.

  • OR-

B. Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree (Ph.D.) or LL.M., from an accredited college or university, if related in business administration, public administration or policy, and land use planning. (NOTE: You must submit a copy of your transcripts as proof of any claimed education).

C. Combination: Have an equivalent combination of specialized experience and education, as described above. (To combine education and experience, first determine your education as a percentage of the education required for the grade level. (NOTE:

Only units in excess of the first two years (36 semester hours or the master's level) may be used to meet the educational requirement.) Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.) (NOTE: You must submit a copy of your transcripts as proof of any claimed education).

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
