REAL-TIME INFORMATION CENTER ANALYST

The City of Elk Grove is looking for a Real-Time Information Center Analyst. The ideal candidate will have some real-time crime center experience or understand the general concept of what real-time crime centers operational missions are. Certification in Crime and Intelligence Analysis is highly desirable. Most importantly, they will have experience in analytical problem solving, from problem discovery to solution implementation. The ideal candidate will be very personable as they will be a part of a dynamic team who works in an open floor plan work environment. They should have strong leadership qualities and be able to exhibit their leadership abilities.

Representative Duties

Under direction, collects, analyzes, and provides real-time crime, intelligence, and communications information from a variety of sources that support the prevention, detection and solving of crime; performs a variety of administrative, strategic, and tactical analyses, studies, and research projects related to criminal activity; identifies and analyzes crime, intelligence, and communications trends, patterns, and series of actual and anticipated criminal activity and provides recommendations for problem solving efforts; disseminates information to members of the Police Department; and provides crime information to members of the community monthly and upon request.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Real-Time Information Center series. Positions in this class perform tactical and strategic analysis of data independently and on a routine basis. The Real-Time Information Center Analyst class is distinguished from the Real-Time Information Center Specialist level in that the latter focuses primarily on internal and external general communication, intelligence processing and review of information from various sources to include social media platforms while the former focuses on more strategic and in-depth analysis of the gathered intelligence, identifies trends and patterns, and prepares complex statistical reports based on the analysis.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Performs a full range of strategic and administrative analysis; researches, analyzes, and collects crime, intelligence and communications data from a variety of sources including various local, statewide, and national law enforcement computer systems including the Records Management System (RMS), Criminal Justice Information System (CJIS), and National Crime Information Center (NCIC); provides support to officers by gathering information from various computer systems including DMV, CLETS, and the County's KPF system.

  • Identifies and evaluates crime series, patterns, and trends; conducts studies; and provides statistical information to the Department, other City departments, and the public.

  • Performs a full range of tactical analysis involved in the recognition and identification of series related crimes and the mathematical calculation of probability; recognizes patterns on cluster of activity; provides recommendations for directed patrol efforts or problem-solving measures to prevent or aid in the arrest of individuals responsible.

  • Develops and prepares charts, graphs, maps, reports, data bases, and related materials in order to track and present findings related to criminal activity, patterns, and trends; prepares predictions based upon previous reported activity and an analysis of typical behavior patterns to assist with the operations of the Real-Time Information Center.

  • Maintains records and develops reports concerning crime, intelligence, and communications analysis; maintains records for in-house statistics; maintains and files crime analysis and management reports; prepares statistical reports as required.

  • Communicates with supervisor, City officials, employees, other departments, vendors, service providers, system users, the public, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchange information, resolve problems, or give/receive advice/direction.

  • Communicates with analysts and detectives from other agencies regarding mutual crime problems; coordinates action plans with Department detectives, regional task force detectives, and other agency representatives.

  • Assists in planning, scheduling, prioritizing, assigning, and reviewing the work of staff responsible for performing a variety of activities in the Police Department's Real Time Information Center.

  • Organizes and manages events and functions related to the Real-Time Information Center.

  • Monitors laws, rules, policies, procedures, and emerging technology in the field of real-time information center operations and recommends new or improved technologies, processes, or procedures.

  • Assists operational and administrative personnel in planning the deployment of resources for the suppression of criminal activities.

  • Develops technical manuals as needed for the Real-Time Information Center.

  • Participates in emergency management planning, preparation, training, and response.

  • Performs related duties as required.

Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  • Operational procedures, services, and activities of a real-time information center or communications/dispatcher center.

  • Operations, services, and activities of a crime, intelligence, and communications analysis program.

  • Principles, practices, methodologies, and techniques of crime analysis, crime prevention, law enforcement, and police records processing.

  • Various methods and techniques used in research and statistical analysis.

  • Advanced principles of intelligence gathering and analysis.

  • Advanced principles of tactical dispatching and command post operations.

  • Understanding of ICS and NIMS.

  • Principles of business letter writing and report preparation.

  • Functions of the Police Department and other City departments.

  • Principles and procedures of emergency management.

  • Recent developments, current literature, and information related to crime, intelligence, and communications analysis.

  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

  • Geographic features and locations within the area served.

  • Pertinent federal, state, and local laws, codes, and regulations.

Ability to:

  • Perform statistical research and analysis.

  • Compile and interpret statistics.

  • Analyze various crime, intelligence, and communications data and develop analytical reports.

  • Track and present findings related to criminal activity, patterns, and trends.

  • Prepare predictions of criminal activity based upon previous reported activity and an analysis of typical behavior patterns.

  • Prepare extensive reports, maps, charts, graphs, and other visual aids.

  • Recommend and implement goals and objectives for providing crime analysis and research.

  • Interpret and explain City policies and procedures.

  • Respond to requests and inquiries from the general public.

  • Utilize various computer systems in statistical analysis and data collection.

  • Communicate clearly and concisely, both orally and in writing.

  • Establish and maintain effective working relationships with those contacted in the course of work.

  • Work evenings, weekends and holidays as required.

  • Remain flexible in an environment with changing priorities, deadlines, and schedules.

  • Work under pressure, exercise good judgment, and make sound decisions in emergency situations.

  • Maintain composure, alertness and concentration while working for extended periods of time.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in criminal justice, statistics, or a related field.

Experience:

Two years of increasingly responsible para-professional level administrative research and staff support experience, preferably in a law enforcement or criminal justice setting. Experience working in a Real-Time Information Center is highly desirable.

License or Certificate:

Possession of a Department of Justice Crime & Intelligence Analysis certificate is desirable.
