This classification performs the functions necessary to acquire property for the County's use in compliance with the Uniform Relocation Act of 1970; capital improvement projects for roads, utilities, storm water, watershed and other county projects; and will assist other departments and agencies with land acquisition ownership research.

Working Conditions

Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance.

Note: Position level and salary will be dependent on qualifications (DOQ).

Job Description

Essential Functions

These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Prepares documents and agenda packages for submission for Board of County Commissioners' approval.

Reviews title searches and prepares all necessary documents as required by Manatee County to complete all transactions related to property acquisition for property owner's acceptance and signature.

Prepares and reviews closing statements and closing related documents. Reads and interprets narrative format appraisals and title searches.

Reads and interprets right of way maps, surveys, and construction drawings for roads and utilities (and other acquisitions as may be required).

Conducts necessary research to assure all interested parties to a parcel are notified of intent to acquire and all signatures are authenticated for related contract documents, deeds, and affidavits.

Performs other related work (including weather or other extreme emergency duties) as required.

Real Property Specialist

Negotiates settlements for acquisitions of real property.

Maintains schedule to receive training related to Real Property Specialists.

Directs all real property transactions in accordance with Florida Statutes. Manage multiple projects and adhere to projected deadlines.

Senior Level Real Property Specialist

Oversees and manages contract negotiations in connection with all county's real property acquisitions and leases and prepares contracts, leases and associated legal documents to memorialize the negotiated terms.

Works closely with the County Attorney's office in obtaining legal information necessary and all documentation necessary for eminent domain proceedings.

Ensures all real property transactions are conducted in accordance with Florida Statutes.

Manages multiple projects and adhere to projected deadlines; day to day interface with owners, act as a liaison and consultant to varies groups, agencies and other county department s, monitors project scheduled and adject as necessary, reporting issues or variations of schedule to all concerned parties and strives to deliver projects in a timely manner.

Coordinate efforts of other department/divisions to execute resolution to identified issues.

Assume leadership roles in a team project setting.

Analyze and execute necessary strategies to complete complex projects.

Minimum Qualifications

High school Diploma/Equivalent is required.

Equivalent combinations of education and experience may be considered.

Valid driver's license with valid Florida driver's license within 30 days of hire.

Real Property Specialist

Minimum of three years' experience in any of the following areas: contract negotiations; real estate acquisition; commercial real estate leasing; subdivision plat vacations; appraisal work as a State Certified appraiser; real estate paralegal; title research/work; title closing and/or eminent domain.

Senior Level Real Property Specialist

Bachelor's degree in related field such as real estate, public administration, civil engineering, real property management or business management.

Minimum of five years' experience in any of the following areas: contract negotiations; real estate acquisition; commercial real estate leasing; subdivision plat vacations; appraisal work as a State Certified appraiser; real estate paralegal; title research/work; title closing and/or eminent domain.

More

Member or Senior Member of International Right of Way Association (IRWA) desired.

Real estate paralegal and/or project management experience desired.

Knowledge, Skills, and Abilities:

Ability to learn Capital Improvements Element of the Land Development Code. Understanding of Eminent Domain Law.

Knowledge of real estate conveyance documents (such as deeds and easements).

Understanding of real estate law and contractual requirements for real estate transactions in the State of Florida and those that relate to federally transacted acquisitions.

Knowledge of closing statements and other closing related documents.

Organizational skills for managing and keeping proper records in relation to all transactions and managing projects.

Ability to communicate clearly, effectively, and tactfully.

Ability to write in a clear and concise manner. Ability to perform public speaking.

Ability to establish and maintain effective working relationships with others.

Good vision required, with ability to see small parts, identify colors, and perceive visual depth.

Senior Level Real Property Specialist:

Proven function knowledge of the Capital Improvements Element of the Land Development Code.

Understanding of Eminent Domain Law and experience in acquisition of property under eminent domain.

Knowledge and understanding of real estate conveyance documents (such as deeds and easements) and experience drafting same.
