Real Property Manager

Minimum Qualifications

Bachelor's degree in business, public administration, real estate, engineering or a related field; five years of increasingly responsible experience in the acquisition, disposition, appraisal, or valuation of real property, including two years of supervisory experience, five years preferred; or an equivalent combination of training and experience. International Right of Way Association SR/WA designation preferred.

Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.Pre-employment drug testing, FBI criminal background check and education/degree verification required.

Duties

This position reports to the Director of Utilities and performs work of considerable difficulty in planning, directing and managing the county's real property office. Considerable knowledge of real property appraisal, valuation, negotiation and acquisition, and related local, state, and federal laws; of the principles and practices of real estate law; working knowledge of engineering technology and practices.

Ability to read, interpret, and draft agreements, contracts, deeds and other property-related documents; to conduct effective negotiations; to read and interpret maps, construction plans, plats and real property descriptions; to prepare and administer a budget; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment; to develop and maintain effective working relationships with internal and external customers; and lead a staff of nine real property professionals. This position serves on the Utilities Management Team that develops, reviews and implements short and long-range plans and capital improvement projects for the expansion and management of the public water and wastewater systems. Perform other work as required.
