VIEW JOBS 9/29/2022 12:00:00 AM 2022-12-28T00:00 <p>Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service law.</p><p>Duties Description This Real Estate Specialist 1 works in the Main Office, Utility and Energy Management Bureau under the direction of a Real Estate Specialist 2 or higher. The successful candidate would support this new Bureau with administering a statewide program and will work with NYSDOT's eleven Regions to collaborate to further new and expanding technologies by utilities and energy developers (Fiber Optics, Solar Energy, Electric Vehicle Charging, Transmission Corridors, Broadband and Cell Towers), while ensuring compliance with applicable laws, rules, regulations, and policies. This position requires an energetic candidate, with excellent attention to detail, a high level of organization and the ability to manage critical and time sensitive tasks in order to ensure timely responses from the Department.</p><p>The position will support the RES 2 in the day-to-day Bureau activities, including, but not limited to:</p><ul><li><p>Assist with the review, approval, processing, and actual issuance of permits (including both the Use and Occupancy and Highway Work permit aspects) for the subject technologies.</p></li><li><p>Working closely with internal stakeholders in the regional and main office Operations, Right-of-Way, Planning, Design and Legal Affairs to coordinate all utility and energy activities in the right of way.</p></li><li><p>Assist in the development of strategic planning in furtherance of policy goals in compliance with the above, while balancing the primary transportation purpose of the right-of-way.</p></li><li><p>Testing, support, customization and development of the internal PermiTrack and ROW Track systems in relation to supporting the subject technologies.</p></li><li><p>Providing technical assistance and training to staff, as well as other internal and external stakeholders.</p></li><li><p>Working in consultation with Legal Affairs and other internal program areas to coordinate the analysis, development, implementation and updating of the Department's utility and energy management policies, forms, and guidance in accordance with applicable federal, and state laws, rules, regulations, policies, grant programs, and incentives, which are continuously and rapidly evolving in all these areas.</p></li></ul><p>Duties generally involve providing guidance and support to the Regional Offices in the areas of appraisals and property valuations; property acquisition, including appropriations of property interests for public use, negotiations of a financial settlement with the owners of the property interests acquired and relocation assistance; property management including permitting, sign control, and disposition of state owned surplus property; ensuring compliance of the rules and regulations of the NYS Outdoor Advertising Sign Program as it relates to the federal Highway Beautification Act; responding to inquiries from the public and other State agencies; litigation and claims including assistance to the Regional Offices, NYSDOT Office of Legal Affairs, NYS Department of Law; and other assigned duties in support of the mission of the Office of Right of Way.</p><ul><li>Occasional travel may be required.</li></ul><p>Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.</p><p>Additional Comments Real Estate Specialist 1's may be filled through a two-year traineeship beginning as a Trainee 1, equivalent to a salary grade 13. The traineeship leading to a Real Estate Specialist 1 provides the opportunity to learn in-depth Real Estate Appraisal, Acquisition and Negotiation procedures and Property Management pursuant to the NYS Eminent Domain Procedure Law and Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act.
