Duties and Responsibilities

  • *Provides day-to-day finance and accounting support for departments under the purview of the Office of the Provost in areas including fiscal management, procurement, travel, budget planning.

  • *Review, analyze, evaluate, and assist in development of budget proposals, budget requests and proposed expenditure plans.

  • Prepare forecasts for short- and long-term financial plans relating to projects based on evaluation of the projects budget and operations to make recommendations on spending changes.

  • *Prepare reports and correspondence for internal and external review/distribution.

  • *Review, approve, and monitor procurement transactions for allowability, allocability, reasonableness, and availability of funds.

  • *Prepare and review travel documents for Provost Office Executives and staff for compliance to UH travel policies and submission through the UH Etravel system.

  • *Serves as Assistant Fiscal Manager (purchasing authority) for the Provost Office with Fiscal authority up to $25,000.

  • *Provide advice, interpretation and advise faculty, staff, and students by making effective recommendations, including the development of options and alternatives, regarding applicable policies, procedures and other administrative requirements.

  • *Conduct reviews and maintain fiscal transaction reports, forms, requests, fiscal journals and records in accordance with Federal, State and University rules, regulations, policies, and procedures.

  • Responsible for the preparation of budget and expenditure reports, and fiscal analyses reports as necessary.

  • *Recommend and draft proposals and changes to standard operating procedures to improve operations to achieve compliance and efficient customer driven support.

  • Participate in the supervision, development, and training of junior fiscal staff and student assistants.

  • *Provide and conduct fiscal compliance training to faculty, managers, and administrative support staff as needed.

  • Other duties as assigned

Minimum Qualifications

  • Possession of a baccalaureate degree in business administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for government accounting; or equivalent education/professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Considerable working knowledge of principles, practices and techniques in the field of government accounting as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with government accounting.

  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

  • Demonstrated ability to operate a personal computer and apply word processing software.

  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

  • Demonstrated technical skill in extracting data from databases and mainframe financial, personnel and student enterprise systems and using this data to prepare management reports.

  • Considerable knowledge of accepted governmental accounting principles, techniques and fund accounting systems.

  • Ability to analyze financial statements and statistical reports, discern trends, and apply analytical techniques.

  • Demonstrated proficiency in comparable spreadsheet and word processing programs such as Microsoft Office programs.

Desirable Qualifications

  • Considerable knowledge of the theories and practices of organization and management.

  • Considerable knowledge of administrative practices of the University and/or other institutions of higher education.

  • Knowledge of legislative process and procedures.

  • Knowledge of research administration.

  • Working knowledge of Jasper Reporting System.

  • Knowledge of RCUH Financial System.

  • Knowledge of MyGrant System.

  • Knowledge of KFS.

  • Experience with Grants, Contracts, Fundraising (ex. UH Foundation)
