POSITION SUMMARY
The Illinois Department of Central Management Services, Bureau of Personnel is seeking to hire a seasoned, diverse business professional with experience in all aspects of the hiring process including, but not limited to, process improvement, compliance, relationship management, recruiting, conducting meetings, and facilitating training. The ideal candidate will demonstrate strong leadership skills with the ability to lead a diverse team across multiple regional locations in an everchanging environment. The successful candidate will be responsible for developing and building a program that supports small agencies, boards and commissions in posting and filling positions while also responding to agencies who are struggling with the hiring process. This individual will also possess strong analytical abilities, have strong technological capabilities, and exhibit outstanding interpersonal skills. Communication, transparency, attention to detail, critical thinking and the ability to multi-task are key elements to this role. POSITION ESSENTIAL FUNCTIONS
Under administrative direction of the Assistant Deputy Director of Hiring & Selection, serves as the Statewide Rapid Response & Small Agency Hiring Support Manager.
Develops, modifies, and implements Rapid Response strategies, plans, trainings, and standard operating procedures (SOPs) related to hiring and selection, working in collaboration with the Personnel Integrity staff, Recruitment and Retention staff, Hiring Resource Team staff, Bureau of Personnel (BOP) staff, and other Personnel staff from other agencies.
Works in conjunction with subordinate staff to develop, coordinate, maintain, and deliver training and mentoring to agency staff on the statewide hiring processes.
Serves as a full line supervisor.
Compiles and maintains statistical reports.
Serves as personnel liaison, interpretive resource, and statewide subject matter expert for both the Rapid Response and Small Agency Hiring Support programs and provides training on program policies, procedures, guidelines, and education requirements.
Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
MINIMUM QUALIFICATIONS
Requires knowledge, skill, and mental development equivalent to four (4) years of college.
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in human resources or a related field.
PREFERRED QUALIFICATIONS
Prefers three (3) years' professional experience with developing and implementing new operational program policies and procedures utilizing process improvement strategies,
Prefers three (3) years' professional experience training or mentoring other HR professionals on the end-to-end hiring process.
Prefers three (3) years' professional experience utilizing SuccessFactors or similar Human Capital Management (HCM) software.
Prefers three (3) years' professional experience with the Personnel Code, Rules, the Comprehensive Employment Plan, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act, and Civil Rights Act, or other similar human resources policies, procedures, processes, and guidelines derived therefrom.
Prefers three (3) years' professional experience delivering in-person and virtual presentations and training to diverse audiences.
Prefers extensive knowledge of developing and maintaining cross-functional professional working relationships to partner with stakeholders for positive outcomes.
Prefers extensive knowledge of using software applications such as Microsoft Excel, Word, and Outlook.
CONDITIONS OF EMPLOYMENT
Requires completion of a background check and self-disclosure of criminal history.
Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver's license.
Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
