The North Carolina Department of Revenue is looking to fill a Revenue Administration Officer III position in the Personal Taxes Division.

The primary purpose of the Personal Taxes Division of the Department of Revenue is to administer tax policy, provide technical direction, and create and provide forms with respect to individual income, partnership, trust, and withholding taxes. The Division is also responsible for managing the informal appeals process for requests for review filed by taxpayers in response to Proposed Notices of Tax Assessment and Notices of Proposed Denial of Refund issued by the Department for the aforementioned taxes and fee.

The selected candidate manages an inventory of requests for review cases for taxpayers who are not in agreement with Proposed Notices of Tax Assessment or Notices of Proposed Denial of Refund issued by the Department. It is the responsibility of the selected candidate to review the taxpayer request for Departmental review in an accurate and thorough manner. The selected candidate will confer with the taxpayer as well as their attorney and/or accountant by telephone and through office conferences and written correspondence to determine the taxpayer's correct tax liability.

In addition, the selected candidate may be asked to assist the North Carolina Attorney General's office in litigation matters. Revenue Administration Officers also participate in legislative activities and may be called on to assist the Division in drafting many of the Department's notices, bulletins, and other taxpayer resource documents.

  • Thorough knowledge of taxation and enforcement provisions of individual income, partnership, trust, and withholding taxes, including pertinent court decisions, Attorney General rulings, and administrative regulations.

  • Ability to analyze complex tax problems and make proper application of tax laws, interpretations, and regulation; evaluate and exercise judgment and discretion in applying and interpreting Departmental policies and procedures; and communicate clearly and concisely in oral and written form.

Bachelor degree in Business/Public Administration, Economics, Accounting or related field from an appropriately accredited institution and five years of experience in tax accounting and auditing work including two years in administrative or supervisory capacity; or an equivalent combination of education and experience.

The Department of Revenue seeks to fill positions with the most qualified individuals in its effort to provide taxpayers with the most efficient and effective services possible.

This position is subject to federal and state criminal background checks that may include fingerprinting and verification of tax compliance. "Tax compliance" is defined as having filed and paid all North Carolina State taxes owed each year leading up to the current calendar year or currently in a non-delinquent payment status with the State of North Carolina on taxes that are currently owed to the state.
