The primary purpose of the position is to serve as rangeland specialist in an NRCS area or zone office, with responsibility for furnishing technical guidance, leadership, and coordination to the range phases of the Service's soil and water conservation programs.

  • Consults on the planning, developing, and maintaining of an effective, technically sound rangeland management program. This includes developing methods and procedures for the application of sound techniques and providing recommendations for improvement.

  • Provides technical assistance in the development of conservation plans with operators of exceptionally large or complex ranching operations, characterized by acute seasonal problems and wide variations in range, climate and topographic conditions.

  • Makes original ecological investigations to determine kinds of ecological sites to be mapped, based on different soils and climates over the area or zone office; the kinds of natural vegetation which characterize each site under the similarity index; and the management best suited to each site and condition.

  • Develops training materials and determines the need for revisions to field office technical guidelines. This includes participating with appropriate management officials to develop and maintain technical guides for classification of ecological sites, similarity index, and safe, recommended stocking rates to fit the varied combinations encountered on rangelands throughout the zone.

  • Must possess and maintain a valid state motor vehicle operator's license for the type of vehicle(s) operated to perform the duties of this position.

    This position will require the operation of a motor vehicle on both public and private roads during daylight hours and occassionally after dark.

  • The incumbent is required to obtain Conservation Planning Certification.

  • Entrance on duty is contingent upon completion of a pre-employment security investigation. The position may be subject to a Public Trust background investigation at the time of appointment, and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the clearance or background investigation at the time of appointment and on reinvestigations is a condition of employment.

  • If you are newly hired, the documentation you present for purposes of completing the Department Homeland Security (DHS) Form I-9 on your entry-on-duty date will be verified through the DHS "E-VERIFY" system. All applicants must meet all qualification (i.e. Basic Education Requiremement, Specialized Experience Requirement) and eligibility (e.g. time-in-grade, general restriction on movement after competitive appointment/time-after-competitive appointment) by the closing date of this vacancy announcement.

Basic Education Requirement for all Grade Levels:

Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

  • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.

  • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.

  • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management; OR

Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education comparable to a 4-year degree.

In addition to meeting one of the Basic Requirement listed above, applicants must meet the following Minimum Qualification Requirement for the grade levels in which they apply in order to be considered.

Minimum Qualification Requirement for the GS-11 Grade Level:

Specialized Experience: To qualify for the GS-11 grade level, you must you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service, or comparable experience not gained through federal service.

This experience requires the knowledge of a wide range of rangeland management principles, concepts, and theories sufficient to perform duties concerning the development and implementation of multiple-use rangeland management plans. Examples of specialized experience include: Developing and reviewing multiple-use conservation plans on grazing lands.

Providing guidance and assistance to land owners and operators, as well as field office staff, on the identification of resource concerns on grazing lands to ensure that conservation plans provide for the application of technically accurate and adequate practices. Following up with landowners to implement grazing management plans, evaluate problems, and propose land improvement alternatives. Conducting onsite measurement, monitoring, collection, and analysis of data regarding land use and natural resources conditions and trends; OR

Substitution of education in lieu of specialized experience: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related discipline; OR

Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position.

This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in Office of Personnel Management (OPM) Qualifications policy.

Minimum Qualification Requirement for the GS-12 Grade Level:

Specialized Experience: To qualify for the GS-12 grade level, you must possess at least one year of specialized experience equivalent to the GS-11 level higher in the Federal service, or comparable experience not gained through federal service.

This experience requires the knowledge of a wide range of rangeland management principles, concepts, and theories sufficient to perform duties concerning the development and implementation of multiple-use rangeland management plans. Specialized experience is defined as experience leading, planning, and coordinating a range conservation and pasture management program; serving as technical adviser to private land livestock producers; and developing technical standards and specifications for resource conservation.

Experience Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Applicants must meet one year at the next lower grade (i.e. GS-9 for GS-11, GS-11 for GS-12) to be considered for this position.
