Position Summary

As the organizational expert in the field, develops and applies advanced Radio Frequency Engineering theories and research techniques in the investigation and solution of highly complex and advanced technical problems on the forefront of new technologies. Plans, conducts and technically directs projects or major phases of significant projects, coordinating the efforts of technical support staff in the performance of assigned projects.

Works directly with senior technical personnel, program managers, and external organizations in the planning, oversight, execution, and evaluation of multiple complex technical solutions related to a program's system and technical product development. Applies intensive and diversified knowledge of scientific principles and practices in broad areas across one or more technical disciplines. Maintains a liaison role for technical matters with staff and customers, and acts independently on technical issues within his/her field of expertise.

Advises program managers on challenging technical issues, coordinates the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to less-experienced engineers and other technical staff. Works within a peer group of senior technical staff to periodically review technical plans, results, and work products.

Recognized within Alion and the technical community as an authority in one or more technical specialties.

Duties and Responsibilities

Performs complex and advanced engineering work in design, evaluation, planning, testing and operation in support of system development, engineering analysis and research for one or more programs.

Provides technical advisory and consulting expertise to programs and projects under development, acting as a recognized authority in the appropriate scientific field. Provides engineering subject matter expertise, guidance and work leadership to technical staff and other internal groups. Serves as a technical specialist for the organization in the application of advanced theories, concepts, principles, and processes.

Serves as program technical team lead. Prioritizes technical issues, plans technical approach, and works with program managers to develop schedules and staffing plans to support program delivery milestones.

Supports program risk identification and management activities. Coordinates the application of the organization's technical resources when required.

Develops and provides final technical review of major technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.

Conducts independent technical investigations and provides impact assessments and design recommendations to clients. Provides assurance that technical projects are performed in a technically proficient manner and ensures conclusions and recommendations are supported by the analyses presented.

Contributes original ideas and innovations to both solicited and unsolicited proposals that result in the expansion of ongoing programs or new program starts. Develops related briefings and provides understandable and compelling presentations of technical ideas/proposals.

Complies with applicable quality and security procedures in the performance of duties. Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Performs additional duties and responsibilities as assigned.


Education and Experience

Master's degree in engineering plus 10 to 12 years relevant work experience. Doctorate degree preferred. Degree(s) must be in engineering, computer science, mathematics or a related discipline.

Project/program engineering experience

In some cases, educational requirements may be adjusted or waived for more than 20 years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Must hold an active secret clearance and be eligible to obtain and maintain a TS/SCI clearance.

Demonstrated command of engineering principles, methods, and techniques in more than one area of expertise.

Advanced knowledge of relevant tools, equipment, hardware, and software.

Effective customer and organizational level communication, presentation and interpersonal skills.

Understanding of DoD equities (particularly satellite or radar) preferred.

DoD acquisitions experience preferred.

POSITION OVERVIEW: * Responsible for leading the radio frequency (RF) engineering staff in evaluating new Original Equipment Manufacturers (OEM) RF technologies, both hardware and software based radios, and information technologies found in the general office environment and for the mobile employee. * Responsible for evaluating new technologies to include RF and optical, providing technical reports to senior government officials, as well as highlighting possible security vulnerabilities while making appropriate recommendations. * Conduct open source research on emergent technologies. Report on vulnerabilities and potential countermeasures. * Generate RF environment baselines (worldwide). * Document selected vulnerabilities via laboratory testing. * Assisting in the drafting and review of technical security policies and guidelines involving state of the art information technologies and its implementation in Department of State resources. * Responsible for gathering information on new technologies and any previous associated research found on those technologies, identify emanations found not previously recognized, and to implement and maintain a database of signal parameters for easy future recognition. * Assist in various laboratory testing to determine the vulnerabilities associated with, but not limited to GSM, GPRS, CDMA, IEEE 802.15, IEEE 802.11a/b/g/n/ac (Wi-Fi), Free Space Optical (FSO) and Radio Frequency Identification (RFID) technologies. Requirements/Qualifications: * Must have a current U.S. Government final TOP SECRET Personnel Security Clearance and be able to qualify for SCI access. * Must be eligible for and able to obtain and maintain required Security Clearance/access approvals. * Five years of radio frequency (RF) work experience with a Bachelor's degree or higher in Electrical Engineering or similar field; or at least ten years of equivalent RF work experience. * Desired experience in advanced radio wave propagation theory, digital communication systems and bit-stream analysis. * Familiarity with new and emerging mobile information technologies. SIGINT or Signal Analyst experience. * Familiarity with cryptography and the best security practices for computer networks and mobile computers. * Knowledge of commercial RF technologies, e.g. GSM/GPRS/EDGE, CDMA, Bluetooth, IEEE 802.11 a/b/g/n/ac, RFID, and WiMAX. * Knowledge of information technology hardware and software capabilities. * Knowledge of modulation schemes and types. * Must be aware of Intelligence Community policies and be familiar with a variety of agency-specific policies.
