CSRA serves as fiscal agent to the New York State Department of Health in the operations and enhancement of the statewide Medicaid Management Information Systems (known as eMedNY). The eMedNY scope of work includes claim receipt, data conversion, imaging, claims processing and payment, data center operations, provider telephone inquiry support, HIPAA Compliance, systems development, and quality assurance.

Candidate must have the skills to customize RACF databases to conform to corporate and client's security standards/specifications; work with all IT and Business units to plan for, implement, and support system-wide mainframe security settings and features; administer security for datasets and general resources including CICS, DB2, USS, job scheduling, configuration management, monitoring software, started tasks, administration tools, digital certificates, output management, OEM software products;

Analyze and resolve access failures and document to prevent recurrence; monitor system logs to ensure availability of resources to system engineers, application developers, and customers.

Administer security on mainframe, Windows, NAS platforms to support a true 24x7x365 environment; identify and address security exposures to resolution; user provisioning including create, modify, delete user and system accounts and resource profiles, and grant access/permissions accordingly; produce and review daily/weekly access and violation reports, and document follow-up activity; assure that all apparent exceptions to policy are properly researched/resolved.

Perform internal audit reviews of RACF and z/OS security, and make system adjustments where appropriate; research and evaluate strategic security add-on tools and vendor software, for mainframe and open-systems environments.

Participate in Disaster Recovery exercises providing security support and quality assurance. Perform RACF quality assurance testing in coordination with system upgrades / application fixes and implementations.

Apply Risk Management decisions supporting business objectives. Perform access control reporting and monitoring. Provide IT security, risk assessment and compliance expertise.

REQUIRED QUALIFICATIONS

  • Bachelor's Degree or equivalent + 6 years related experience, or Master's Degree + 4 years related experience
  • 5+ years of RaCF mainframe experience

Summary: Responsible for administration of automated/computerized system software and firmware to meet cGMP and procedural requirements. Authors test plans to demonstrate suitability of software. Supports authoring and maintains configuration specifications for cGMP automated and computerized systems. Essential Duties and Responsibilities include, but are not limited to, the following: * Ensure systems' data is backed up / archived as required to ensure system can meet defined RTO and RPO. Participate/lead/author investigations and root cause analysis for department issues of non-compliance. * Administer user access - Control access to software systems; add, modify and remove users; define user types, user groups and security settings. * May supervise automation contractors.
