Quality/Safety Manager (TX-18-1661-W)

Bowhead seeks a Quality/ Safety Manager who will operate independently from the local management with a direct line of communication to the corporate Quality Director. Quality/ Safety Manager is responsible for all aspects of the ISO compliance with all safety standards set forth in all Army Fort Hood Regulations and Policy Letters, implement safety directives, improve safety performance, and ensure facility safety policies and procedures are aligned with governmental regulations. Successful candidate(s) must possess knowledge, experience and understanding of US Army logistics, plus the knowledge and experience required to hold the position as outlined below.

  • Position is contingent upon award.

Essential functions will include:

  • Develop and execute health and safety plans in the workplace according to legal guidelines

  • Recommend solutions to issues, improvement opportunities or new prevention measures

  • Must possess the ability to establish program objectives or performance goals and assess progress

  • Ability to work within Fort Gordon as outlined in Fort Hood Safety SOP, and maintain facility safety inventory including supplies ensure all the Contractor personnel performing work under this contract have the correct security level clearance at the time of the contract start and the security clearances are maintained throughout the life of the contract and security requirements are in accordance with the DD254.

  • Ability to recommend changes to protect workers, and educate employees on how to prevent health problems through the use of safety training programs

  • Ability to communicate with employees at all levels, thorough knowledge of applicable OSH, ANSI and NFPA regulations

Requirements Associates Degree, required. Bachelor's Degree, preferred.

  • Minimum of ten (5) years' of documented supervisory experience and a comprehensive knowledge of governing regulations, policies, procedures and instructions in maintenance management.

  • Must have experience with financial management and knowledge of Standard Army Management Information Systems (STAMIS) to include Logistics Modernization Program (LMP), Global Combat Support System-Army (GCSS-A) and Unit Status Report (USR).

  • Strong organizational skills with the ability to establish and maintain effective working relationships; excellent written/verbal communication skills required. Must have strong verbal and written command of English.

SECURITY CLEARANCE REQUIRED: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for clearance at this location

The SSHO has responsibility for project risk assessments and incident reporting and will have authority over project work performance as it relates to site safety and risk management. ESSENTIAL FUNCTIONS: * Develop, update, and maintain a Project-Specific Accident Prevention Plan. * Maintain presence in the field at all times when work is being performed. * Perform daily safety and health inspections and maintain a written inspection log which includes area/operation inspection, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. * Perform and report on mishap/incident/accident investigations. * Responsible for primary documentation and reporting of any job site injuries for workers compensation. * Exercise authority over project work performance as it related to site safety and risk management. * Mitigate exposure and risk on projects by enforcing all safety procedures and adhering to the corporate safety plan. * Responsible for project personnel and subcontractor compliance with safety and health requirements of project. * Implement and enforce accepted accident prevention plan(s) (APP's) and activity hazard analyses (AHA's). * Establish and maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution. * Maintain the OSHA-Form 300 and Daily Production reports for prime and subcontractors. * Maintain applicable safety reference materials (applicable EM-385 and OSHA Construction Industry Safety Regulations), and safety/health postings on the job site. * Attend and participate in pre-work meetings including Preparatory Phase Inspection meetings and periodic in-progress meetings; present topics to address safety concerns, activity hazard analyses, and other matters pertaining to safety and health. * Conduct weekly safety meetings for all workers. * Conduct monthly supervisory safety meetings and participate in monthly client safety meetings. * Maintain job personnel safety training records. * Comply with all corporate risk management goals and objectives as they apply to the project. * Work in a constant state of alertness and in a safe manner. * Perform other duties as assigned. SUPERVISORY RESPONSIBILITIES: This position has no direct supervisory responsibilities but has authority over project personnel, subcontractors, and vendors regarding project safety and risk mitigation. QUALIFICATIONS: * High School Diploma or equivalent required; Bachelor's Degree in occupation safety, construction safety management, construction management or related degree preferred. * Minimum five years' related safety experience required; Federal Client experience preferred. * Current 30-hour OSHA construction safety class or equivalent within the last 5 years required. * An average of at least 24 hours formal safety training each year for the past 5 years required. * Must be able to work on secure military facilities. * Valid state driver's license and must be qualified to operate a vehicle under the conditions of Company's Driving Policy. * Ability to pass a drug, driving record and background screening.
