This position is in FEMA's Office of Response and Recovery. It is a temporary, Excepted Service, CORE appointment, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to CORE.

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will be responsible for quality control in the Enterprise Quality Control Department by developing procedures and reviewing program implementation. Typical assignments include:

  • conducting quality control assets of employee's work
  • reporting and recommending training needs
  • developing and facilitating calibrations and workshop sessions
  • analyzing the efficiency and effectiveness of work processes and program delivery
  • providing outstanding customer service to internal and external customers

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

To qualify for this position at the IC-11 ($65,479) level, your resume must demonstrate at least one full year of specialized experience equivalent to the IC-09 level in federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience:

  • Assisting in the development and revision of operational and program guidance to ensure effective program operations;

  • Analyzing data with electronic software to identify needs and/or make recommendations for training, policies, and procedures; and

  • Providing technical advice and guidance to staff on quality assurance for compliance and process improvements.


Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

The selected candidates will be responsible for the direction, administration, monitoring, and coordination of the Project Work and the Project Quality Plan for the Radio & Cellular Infrastructure Replacement Project in Hyattsville, MD. This person will assist in the planning, development, and controlling of major quality aspects of the construction of the underground Distributed Antenna System and provide oversight over the various contractor's work as it relates to the contractor's quality programs and ensures that the client construction and quality standards are upheld. The position is responsible for the oversight of project related quality concepts and recommending solutions to the project teams and contractors, reviewing hazard analyses by staff, reviewing contractor work plans, completion of project work and submitting associated work and quality reports, and other tasks as assigned by the Quality Manager and the clients Project Manager. The position requires regularly working day/afternoon/evening and night hours including weekends and holidays on a routing basis. This position is "on-call" on a 24/7 basis. Provide oversight of the Project Quality Plan with representative from the Clients Office of Quality and Internal Compliance Operations (QICO) Monitor Construction Key Performance Indices for all aspects of the Radio & Cellular Infrastructure Replacement Project. Monitor Quality Key Performance Indices for all aspects of the Radio & Cellular Infrastructure Replacement Project. Maintain and monitor the performance of the project against the KPIs established for both the Project Work and the Project Quality Plan and provide reports to the Quality Manager as required. Works constructively with members of the project team to resolve project quality related issues. Provides recommendations to key staff members. Attends or conducts project coordination meetings and quality meetings with each discipline involved as needed to ensure effective project control. Prepares project-related correspondence to consultants, contractors, Authority officials, and other agencies. Complete a daily work report that outlines the work completed for the day. Other tasks assigned by the Quality Manager and the Clients Project Manager. Qualifications Bachelors degree in Engineering, Business or Quality discipline or related field (or equivalent work experience) from an accredited institution. 8 to 10 years of related work experience within the engineering, construction or process industry with several years specializing in quality. Knowledge of ISO 9000 quality standards and its application to planning, design, and construction. Must be able to work nights and weekends including holidays. Must be able to successfully complete WMATAs Railway Worker Protection Certification (RWP) Class. Must have knowledge of working in a Government environment. Must be able to pass a Government background check. Must be able to work in confined spaces. Must have reliable transportation and must possess a valid District of Columbia, Maryland, or Virginia motor vehicle operator's license. May be required to travel out-of-state to conduct manufacturer inspections of facilities and witness any factory acceptance testing as required by the Quality Manager or WMATA Project Manager. May be required to operate a WMATA owned para-transit vehicle and receive training on how to safely secure and transport a WMATA inspector with special needs to and from ADA accessible work sites.
