Description

The Behavioral Health Quality Improvement and Outcomes Specialist responsibilities include developing, implementing, and maintaining procedural and evaluation systems that monitors the quality of client care using federal, state and local regulations governing quality assurance to ensure department compliance and service excellence. This individual, in collaboration with others across the organization, is responsible for organizational analysis and improvement activities to assess outcomes, trends and gaps with the goal to improve client and agency performance outcomes and satisfaction rates.

This position is part of a management team responsible for helping to ensure that our community/clients receive the highest quality care, access and service possible.

Payroll Titles: Program Administrator II/III

APPROXIMATE SALARIES

Program Administrator II: $2,512.81 - $3,518.27 / bi-weekly

Program Administrator III: $2,630.73 - $3,683.38 / bi-weekly

Educational Incentive: Some positions may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

Bilingual Incentive: Incumbents may also be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam with a score of seventy percent (70%) or higher.

Program Administrator II and III are Management classifications and are not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB-4 level.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for these positions only. There are currently three (3) Regular vacancies.

If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Through collaboration and coordination among county agencies, health plans, providers and other entities, WPC designs and develops the infrastructure and processes to integrate and improve care for vulnerable populations. The Clinical Nurse Manager - Whole Person Care organizes, coordinates and manages the clinical supervision of a multi-disciplinary team of professional and non-professional staff through implementation of an integrated care plan for high utilizers of the health care system. PAYROLL TITLE: Clinical Nurse Manager CERTIFICATION PAY: Incumbents in this classification are eligible for certification pay at a rate of $0.813 per hour based on this or her scheduled work week hours and not to exceed the scheduled work week hours for each qualified certification possessed up to a maximum of five (5) certifications. EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. Typical Qualifications These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list. EDUCATION, TRAINING, and EXPERIENCE * Graduation from an accredited school of Nursing. * Requires at least two (2) years of experience as a supervisor in a healthcare setting. NECESSARY SPECIAL REQUIREMENTS * Possess and maintain a valid license as a Registered Nurse issued by the State of California Board of Registered Nursing. * Possess and maintain a valid California driver license. * Must possess the ability to climb, stoop, bend, lift and carry. * May be required to work evenings, weekends, and holidays as needed. DESIRED * Bachelor of Science in Nursing and/or Master's Degree preferred. * Quality management experience in a healthcare setting. * Experience analyzing and compiling reports. * Experience working across disciplines including Behavioral Health and Community Health. * Experience with care coordination for high complexity, high needs patients. * Experience with WPC target population of high utilizers including individuals with multiple chronic conditions, mental health and/or substance use disorders, and/or recent incarceration. * Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire Knowledge, Skills, and Abilities: Thorough knowledge of: hospital policy and procedures and the fire, safety and disaster plan.
