The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia's public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.

The main office for DBHDD is located in downtown Atlanta.

Job Description

Job Title: Quality Improvement Analyst

Pay Grade: L

Job Summary:

We are seeking qualified candidates for the position of Quality Improvement Analyst. This position is in the Office of Quality Improvement, within the Division of Strategy, Technology and Performance. The individual filling this position will be responsible for coordinating organization-wide efforts to ensure that CCBHC quality improvement projects and programs are developed and managed using data driven information that sets priorities for improvements in alignment with DBHDD quality management plan and ongoing strategic objectives. This position reports to the Manager, Office of Quality Improvement.

Responsibilities include, but are not limited to the following:

  • Assess and evaluate delivery systems to help identify best practice concepts across DBHDD.

  • Work with DBHDD stakeholders to develop new CCBHC programs and protocols that lead to improved care for the people we serve

  • Assist in the prioritizing, anticipating and assessing of QI needs by identifying educational opportunities for improvement

  • Contribute to the development of expert knowledge on quality improvement frameworks (i.e. educational models, models for improvement, strategies on leading change, developing change agents)

  • Coordinate and support organizational work plans for oversight and monitoring of the quality metrics related to the CCBHC project.

  • Support and leadership in change or project management

  • Coordinate and participate in collection, analysis and write up of evaluation of the CCBHC project deliverables


  • Bachelor of Science/Arts degree in a social science, business or public administration field and 3 plus years' experience in quality management/improvement activities in a healthcare or related setting

  • Knowledge of behavioral health care and intellectual/developmental disabilities


  • Experience in developing educational/ training modules

  • Ability to work collaboratively with cross functional teams and QI management

  • Strong communication and presentation skills, including web based and face to face training/meeting/webinar facilitation

  • Solid relationship building and interpersonal skills

  • Excellent writing, analytical and time management skills

  • Strong coordination skills, including multitasking and setting priorities on work assignments

  • Proficiency with Microsoft Teams, Word, Excel, Outlook and PowerPoint

  • High degree of independence, flexibility, and initiative

  • Excellent organizational skills and highly detail oriented

  • Willingness and ability to learn, adopt, and utilize new technology and software skills

  • Ability to handle stressful situations with poise and assertiveness


  • Master's degree in a social science, business or public administration field and 2 years' experience in quality management/improvement activities in a healthcare or related field

  • Experience in Behavioral Health or Developmental Disability service delivery

  • Experience with State Funded, Medicaid and Medicare programs

  • Certification in project management or change management

  • Experience with CCBHC (Certified Community Behavioral Health Clinic) model

  • Knowledge of revenue cycle practices for hospitals and community-based providers

Primary Location: Downtown Atlanta. Occasional in-state overnight travel may be required.
