SRI is seeking resources to support the US Army Installation Management Command (IMCOM) by providing Military Human Resources Support (MHRS) support, commonly referred to as "Personnel Services Delivery Redesign (PSDR)," to all supported and tenant units at multiple installations. This support includes services such as Electronic Military Personnel Office (eMILPO) operations, Soldier Readiness, Strength Management, Separations, Retirement Services, Reassignment Processing, Casualty and Mortuary Affairs Operations, In/Out Processing, Military Personnel File Maintenance, Military Orders, Sponsorship Management, and other MHRS services, along with associated Information Technology (IT) support for these tasks. This applies to all active duty Soldiers and select US Army Reserve (USAR) and US Army National Guard (USARNG), Students, and Trainees on the installation. High quality, timely, and efficient MHRS shall be provided to all eligible Soldiers, trainees, Retirees, and Family members. This mission also includes Identification (ID) card services for contractors and civilian employees. Actions processed shall be accurate and in accordance with the terms and conditions of the Human Resource (HR) Solutions Multiple Award Task Order Contract (MATOC).
Supports the corporate Director of Quality Systems by developing the Quality Control Plan (QCP) within 30 days of contract award. Implements the QCP, maintains, and monitors it throughout the life of the contract.
Duties and Responsibilities:
Promotes quality achievement and performance improvement at all sites throughout the PSDR program by ensuring performance standards are met (100% of deliverables submitted on time; 98% accuracy for acceptance and completion).
Maintains a 98% Acceptable Level of Performance (ALP) for all eMILPO actions and all Military Personnel File (MPF) audits and updates.
Completes 100% of SRP unit in-processing within five working days of arrival.
Institutes site-specific standards with the ACOR, establishing clearly defined quality methods for staff to apply.
Sets all compliance objectives above targets to ensure they are achieved.
Conducts random, on-site quality inspections and audits.
Define quality procedures in conjunction with operating staff and the government ACOR to maintain acceptable controls and documentation procedures; liaises with ACOR auditors and ensuring the execution of corrective action and compliance with all specifications and APLs.
Ensures that highest standards of service for Soldiers, their families and civilian personnel are met.
Must be able to pass Government background check to allow access to government systems to include National Agency Check with Inquiries (NACI).
Minimum Required Skills, Education, and Experience & Abilities:
Project Management Experience (preferred)
Experience with PSDR related activities (preferred)
Proficient in computer skills
Proficient in Microsoft Office software applications to include Word, Excel, Access, PowerPoint, and Outlook
Excellent written and oral communication skills
Experience in the Army Human Resources Command or Army IMCOM Family and Morale, Recreation and Welfare programs preferred
Understanding of military environment preferred
Military senior non-commissioned officer a plus
