This position serves as a Quality Control Specialist for the Housing Division and is responsible for developing and implementing quality assurances and internal controls for the Department's Programs. This includes researching and advising management and staff of changing regulatory requirements and alternatives for program operation.

The incumbent performs internal compliance assessments, provides quality assurances and internal controls, coordinates external audit responses and monitors and reviews internal work processes of individual staff. The position also provides training, technical assistance, and data maintenance in support of ongoing program operations and activities.

The position reports to the Operations Manager (#66465) and does not directly supervise other agency personnel.

Education and Experience:

Bachelor's Degree in Business, Finance, Accounting or closely related field.

Other combinations of experience and education will be considered.

Knowledge, Skills and Abilities:

The position requires knowledge of the principles and practices of loan servicing, lending, administering HUD tenant-based and project based programs, business process analysis, quality assurance, and internal control procedures; banking, finance, and professional research and reporting methods. The position also requires general knowledge of adult education and training techniques.

The position requires skill in analyzing and interpreting statutory, contractual, and technical information; compiling, organizing, and summarizing complex financial and program data; effectively communicating technical regulatory elements and creating methods of control and management to be easily implemented by staff; and standard office software operations. The position requires skill in having a sharp eye for detail. The position requires strong interpersonal skills.

The position requires the ability to communicate effectively at a high level and technically with varied audiences (e.g., customers, auditors, managers, staff, et al.) verbally and in writing; initiate and complete independent work projects; manage large volumes of data; and exercise creativity to resolve problems. The position requires the ability to work collaboratively and as part of a team. Work requires professional knowledge of the rules, procedures, methods or operations related to program administration (e.g., Housing and Urban Development, Consumer Financial Protection Bureau, Federal Housing Authority, Fannie Mae, Freddie Mac, Ginnie Mae, private mortgage companies, Fair Housing, Rural Development, and Veteran's Administration rules, procedures and operations) and the ability to apply these to a practical level of problem solving.

He shall be directly responsible for, but not limited to: Monitoring the performance of required aircraft airworthiness inspections and preparing the necessary forms and certifications, appropriate both to military aircraft and to general aviation aircraft Reviewing airframe and engine logbooks Insuring that all assigned aircraft meets the appropriate airworthiness standards Monitoring all required forms and reports regarding aircraft, as well as related parts inventory, parts usage; and associated ground support equipment To include checking Aviation Life Support Equipment (ALSE) in accordance with appropriate operation manuals per scheduled inspections. Performing duties of a working Leadman as assigned. When working in this capacity, will report to the Site Manager May be required to perform other duties as required to support the overall mission SUPERVISORY CONTROL OVER THE POSITION: The Contract Maintenance Supervisor shall insure quality assurance procedures and policies are followed in the performance of Customs maintenance. The incumbent receives general instructions from the Contract Maintenance Supervisor and exercises initiative, coupled with good judgment, in the performance of quality assurance duties. BASIC QUALIFICATIONS: Shall have completed at least five (5) years' experience working full-time as an aircraft and power plant mechanic. Working knowledge of both military and general aviation aircraft. Must be well versed in the maintenance of all aircraft systems and all aircraft logbooks. Must have demonstrated reliability, initiative and a good technical ability in past employment. Must possess a FAA, A&P, IA license and have been actively employed in a similar aircraft maintenance environment within the past twelve (12) months.
