Job Summary

AECOM is seeking a Quality Control Manager (Alternate Manager/Night Shift Supervisor) for our Chattanooga, TN location.


Position Description or Typical

Responsibilities:
  • Oversees the management of the monitoring and evaluation process to ensure that AECOM quality management systems are being followed and evidence is recorded and maintained.

  • Provides guidance to employees within the latitude of established policies.

  • Recommends changes to policies and establishes procedures that affect immediate organization.

  • Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including understanding of current business trends.

  • Acts as advisor to subordinates to meet schedules and/or resolve technical problems.

  • May have budget responsibilities.

  • Manages the coordination of activities of a group or department with responsibility for results.

  • In some instances, may be responsible for functional area and may not have direct reports.

  • Degree or equivalent in related field typically required, degree in quality control preferred.

Minimum Requirements

Education:

  • Bachelors degree in engineering or demonstrated equivalent combination of education and/or experience.

Experience:

  • 8 years experience, including 2 years of leadership

  • Working knowledge of Resident Management System

  • Previous marine environment experience or the desire to gain marine environment experience

  • Heavy civil or concrete experience

Preferred Qualifications

  • U.S. Army Corps of Engineering Experience.

  • Lock dam experience.

  • Relocation and per diem support are not available for this position.

  • Ability to climb stair towers equivalent to a five story building several times daily

  • Candidate must be willing and able to work day or night shift, overtime, weekends, and holidays.

  • Candidate must have the willingness and ability to work on land or over water.

  • Must be able to work from a man lift up to 120 feet in height

The Manager of Quality Improvement promotes a culture of operational excellence. The position interfaces with all applicable regulatory bodies, and the internal compliance department to coordinate compliance documentation monitoring activities. In addition, this position drives improvement efforts through collaboration with information delivery, member education outreach, member services, and provider engagement areas. The position also works in concert leadership to plan and direct activities to ensure compliance with applicable regulatory and accrediting bodies. The QI Manager operates in collaboration with Clinical and Operational Leadership to make program recommendations with respect to clinical effectiveness while also providing support, consultation, and guidance in the implementation of approved strategies. This position is accountable for oversight and systematic planning and implementation of HEDIS and related clinical improvement efforts for BlueCare and Cover Kids that are consistent with overarching enterprise strategy for quality and enhancing patient outcomes. The Manager of Quality Improvement administers the quality improvement program for BlueCare Tennessee Division and provides clinical leadership for HEDIS interventions, member/provider satisfaction interventions, analysis, quality assurance activities, QI reporting, and QI new business development. Primary responsibilities include managing and oversight of the development and implementation of clinical and service quality initiatives, compliance with applicable regulatory and accrediting bodies, and promotion of quality improvement activities. The manager of Quality Improvement will manage operations inclusive of clinical quality, performance improvement, and service excellence in partnership with BlueCare, CoverKids, and BCBST teams and employer groups to promote model programs and approaches in assuring superior delivery of services. Job Description: Job Duties & Responsibilities * Manage and oversee the BlueCare Tennessee QI Program Goals and Objectives * Manage and promote an organization wide understanding of the BlueCare Tennessee Quality Improvement Program. * Align and collaborate with enterprise wide quality initiatives, seeking efficiencies and best practice. * Manage QI reporting including analyzing validity of Quality Improvement data/reports from a clinical perspective. * Manage the development, implementation, and evaluation of Quality improvement action plans for clinical quality improvement activities. * Manage the analysis and action planning related to the member/provider satisfaction survey process. * Manage the development and realization of HEDIS, CAHPS action plans to achieve target improvement goals. * Supports the health plans' external audit processes. * Provides oversight for the BlueCare Tennessee Quality Improvement Committee Structure. * Contributes to new business activities (RFP responses, new program development, and employer group and government marketplace/exchange contract changes etc.) related to quality improvement * Supports National Committee for Quality Assurance (NCQA) standards, or other regulatory bodies such as External Quality Review Organization (EQRO). * Assures compliance with State and Federal quality improvement/assurance requirements. * Collaborates with BlueCare Tennessee and BCBST Leadership Team and External Communication leaders to meet the QI information needs of customers. * Develops the annual operating budget to sufficiently meet departmental needs and ensures that the department stays within budget and accounts for variances * Responsible for hiring and managing staff. Job Qualifications Education * Bachelor's degree in Nursing or other health related field or equivalent work experience required; * MBA or MHA preferred. Experience * 5 years of clinical experience required * Minimum 4 years of relevant Managed Care or Quality Improvement experience required. * 5 years management responsibilities required * Demonstrated ability to develop and lead effective teams with experience managing large scale divisional change * Experience with medical support systems and project management highly preferred. * Experience with NCQA and HEDIS Guidelines and Accreditation. * Experience with commercial population highly preferred Skills/Certifications * Excellent communication and presentation skills, both verbal and written are essential.
