JOB SUMMARY
This position is located in the District Department of Transportation (DDOT), Public Space Regulation Division. The Public Space Regulation Division enforces public space laws and regulations, in accordance with DDOT-issued permits, DC Municipal Regulations, and Policies.
This position reports to the Chief Inspections and Enforcement Officer of the Public Space Regulation Division. This position is responsible for the daily oversight of the overall inspections conducted by the Construction Control Representatives/Inspectors and coordination of the staff's inspection and enforcement processes and procedures. The goal is to ensure the highest quality of our operations and services.
DUTIES AND RESPONSIBILITIES
The Quality Assurance Specialist will be responsible for the daily oversight and coordination of the overall inspections and enforcement conducted by the Construction Control Representatives/Inspectors for quality and accuracy verification. Will evaluate inspection and enforcement detail reports.
Assist with managing staff work progress and problem resolution, coordination of utilities with major citywide projects; assess major utility restoration for citywide capital improvement projects and provides performance assessments of restoration efforts. Facilitates proactive solutions to challenges discovered in inspection and enforcement processes and procedures to PSI Chief and assist with the Department Transportation Online Permit System (dTOPS) system enhancements as needed. The goal is to ensure the highest quality of our operations and services. Incumbent will be accountable for all inspection and enforcement deliverables that are maintained in the dTOPS.
Reviews and evaluates the current standards, policies, and coordination of Inspections and Enforcement program activities and make recommendations to the PSI Chief on enhancements. Evaluates and analyzes data reported by Inspectors, monitor all processes that affect quality and devise procedures to inspect and report quality issues. Assures the reliability and consistency of inspection reports and enforcement actions taken; Review the quality of the data reported, during monitoring and closing out projects and review reports completed to make recommendations on enhancement procedures and processes to the Chief.
QUALIFICATIONS AND EDUCATION
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
WORKING CONDITIONS/ENVIRONMENT
The work includes everyday risks or discomfort normally found in offices, conference rooms, construction sites and similar settings in public buildings and is performed in an adequately heated, lighted and ventilated non-smoking office environment and/ or in the field performing site inspections.
LICENSES AND CERTIFICATIONS
The incumbent must possess and maintain a valid driver's license.

This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
