Quality Assurance Manager

Key Role:

Maintain responsibility for the continued development, implementation, and maintenance of the organization's quality management system (QMS) for Software/IT. Lead the implementation of new quality standards, including development of process assets, training personnel, and analyzing governance activities to ensure compliance to the QMS. Manage process and quality assurance audits and reviews across multiple projects to ensure compliance with contract specifications, applicable governmental standards, and corporate and organizational policies and procedures. Collaborate with senior leadership to align process improvement efforts with organizational goals and objectives. Drive a culture of continuous improvement throughout the organization. Define, implement, and maintain quality assurance assets, including plans, processes, procedures, and templates, to meet organizational and program quality objectives. Work with senior leadership to prioritize, plan and implement process improvement initiatives. Ensure the QMS aligns with client and firm standards and relevant industry benchmarks and models. Review project activities and outcomes against QMS standards. Identify and document non-compliance findings, best practices, and opportunities for improvement. Work with project teams and senior leadership to perform root cause analysis and create corrective action plans for recurring or high-impact non-compliance issues. Educate and train staff on processes and best practices. Work with other quality and project team members in integration of new and existing business processes. Develop and maintain best practices to meet changing business needs. Use best practices to carry out business process analysis, re-engineering, process measurements and change management activities. Implement and monitor standard key performance indicators (KPIs) and develop reports to track the progress, effectiveness, and impact of process improvement initiatives. Support the development of the quality assurance content for proposals in response to government requests for information and proposals.

Basic Qualifications:

  • 5+ years of experience in the principles, practices, and procedures of quality assurance, quality management systems, and quality assurance control

  • Experience as a Quality Manager or Quality System Analyst

  • Experience with concepts of Quality Management, Corrective Action and Preventive Action (CAPA) management, Root Cause Analysis, Process Improvement, and conducting Quality Audits

  • Knowledge of the software and system development life cycle, including Agile Scrum, O&M, DevOps, and SAFe methodologies

  • Ability to pay strict attention to detail

  • Ability to prepare and interpret flowcharts, schedules, and step-by-step action plans

  • Ability to effectively prioritize and execute tasks in a high-pressure environment

  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements

  • Bachelor's degree

Additional Qualifications:

  • Experience with VA or Healthcare IT, and Federal Healthcare IT Processes preferred

  • Experience working both independently and in a team-oriented, collaborative environment is essential

  • Experience with project management and measurement tools, and conducting research into project-related issues and products, including root cause analysis

  • Knowledge of Lean Six Sigma, CMMI, ISO 9001, ISO 20K, and ISO 27001, and cloud solutions and services, including Software as a Service (SaaS) and Platform as a Service (PaaS)

  • Ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities

  • Ability to react to project adjustments and alterations promptly and efficiently, and elicit cooperation from a wide variety of sources, including upper management, clients, and other departments

  • Possession of excellent written and verbal communication skills, including presentation skills

  • Possession of excellent problem-solving, critical thinking, and organizational skills, including multitasking, time-management, and strong client-facing and teamwork skills

  • Certified Quality Auditor, ISO Lead, or a related Quality Associated Certification

  • Project Management Professional (PMP) Certification a plus

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $84,600.00 to $193,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. This posting will close within 90 days from the Posting Date.
