Azule, an IT Consulting Firm located in Eagan, MN, has an opportunity for an experienced IT Quality Assurance Analyst, preferably with government experience. This consulting opportunity will be onsite in St. Paul, MN, with an expected start date in early November, 2018, with the initial contract to last one year.

NOTE: The client requires interviews to be conducted face-to-face and on-site in St. Paul, MN. ONLY LOCAL CANDIDATES WILL BE CONSIDERED.

Minimum Qualifications

  • Eight (8) years* experience as a Quality Assurance Lead
    o A B.S. or B.A. Degree (4 year) substitutes for four years of experience, or an Associate*s Degree (2 year) substitutes for two years of experience.

  • Five (5) engagements/projects lasting a minimum of three (3) months each in a Quality Assurance Analyst role.

Desired Skills

  • Experience leading the QA efforts at a release level for highly complex individual projects where each individual project has significant technical and business impact on the other projects in the release.

  • Experience day to day leading of QA team (40+ people), including work direction, training, project assignments and scheduling of tasks.

  • Experience with future resource capacity planning, estimating level of effort and duration for projects.

  • Experience partnering with Program Management, Project Managers, Supervisors, Managers and Development in planning release work, estimating, problem resolution and escalation of issues.

  • Experience with IBM Cram solution for healthcare reform and downstream integrated systems that consume or use the Cram data.

  • Candidates must currently reside in the five state area of MN, IA, WI, SD, or ND.

How your work would contribute to our organization and the Twin Cities region: The Assistant Manager, Rail Quality Assurance person provides technical support, training, and supervises the activities associated with NorthStar's track infrastructure, commuter rail locomotives, coach/cab cars, and support equipment. Provides technical maintenance training, direction, and inspection of work performed on commuter rail rolling stock and support equipment by rail maintenance personnel. What you would do in this job: * Develops and updates Qualified Maintenance Personnel (QMP) and Locomotive Engineer training for new hires and recertification of current staff. * Maintains designation of Supervisor of Locomotive Engineers (DSLE) and performs required training and recertification's of staff for Locomotive Engineer Training. * Supervises activities and provides direction to technicians and other maintenance employees. * Performs track inspections and manages track maintenance and repair. Ensures vendor compliance with federal regulations and company/railroad policies and procedures, technical specifications and contract provisions. * In collaboration with Manager, Rail QA develops and updates Quality Assurance program and maintenance plan. * Develops and ensures compliance with applicable Federal Railroad Administration (FRA) regulatory plans and acts as FRA / Federal Transportation Administration (FTA) liaison during site visits and audits. * Creates and prepares reports on maintenance, operating performance and other reports as needed. * Work with Manager, Rail QA to develop and direct departmental goals and activities as required. * Performs other duties as assigned or apparent. What education and experience are required for this job (minimum qualifications) Education/Experience: * Bachelor's degree in transportation, engineering, administration, management or related field; and * Five (5) years of progressive experience in a FRA regulated maintenance program as it relates to electrical and mechanical repair of locomotives, rolling stock, miscellaneous equipment or railroad maintenance of way/repair. Of the five (5) years of experience, two (2) years must include supervisory / management, lead work, or project management experience with responsibility for coordinating, prioritizing, and/or assigning work of others; generating solutions to problems; and ensuring work product outcomes or goals are met or exceeded. Equivalencies: * Associate's degree in transportation, engineering, administration, management or related field and seven (7) years of progressive experience in a FRA regulated maintenance program as it relates to electrical and mechanical repair of locomotives, rolling stock, miscellaneous equipment or railroad maintenance of way/repair. Of the seven (7) years of experience, two (2) years must include supervisory / management, lead work, or project management experience with responsibility for coordinating, prioritizing, and/or assigning work of others; generating solutions to problems; and ensuring work product outcomes or goals are met or exceeded. * High-School Diploma/GED and nine (9) years of management experience in a FRA regulated maintenance program as it relates to electrical and mechanical repair of locomotives, rolling stock, miscellaneous equipment or railroad maintenance of way/repair. Of the nine (9) years of experience, two (2) must include supervisory / management, lead work, or project management experience with responsibility for coordinating, prioritizing, and/or assigning work of others; generating solutions to problems; and ensuring work product outcomes or goals are met or exceeded. License Requirements: * Valid driver's license with acceptable driving record. Knowledge, Skills and Abilities: * Knowledge of applicable FRA, American Public Transportation. Association (APTA), Association of American Railroads (AAR), and Occupational Safety and Health Administration (OSHA) regulations and recommended practices. * Knowledge of AC/DC electrical systems, principles of analog and digital electronics, electronic control circuitry and associated mechanical, hydraulic systems, testing, computer based diagnostic equipment and inspections methods/tools. * Knowledge of original equipment manufacturer manuals, procedures, warranties, contracts, technical specifications and administrative procedures. * Knowledge of Track inspections and maintenance and repair. * Skilled in interpersonal and oral and written communication. * Skilled in problem analysis and resolution skills. * Skilled in process improvement methodologies. * Ability to perform in-depth electro-mechanical troubleshooting and must possess universal technician skills. * Ability to manage multiple responsibilities/priorities simultaneously. * Ability to Read, analyze, interpret professional documents. What your work environment would be: Work is performed in a standard office setting and in the field. This position has exposure to extreme weather conditions where there is no effective protection from the weather, inside environmental conditions where there is protection from weather conditions but not necessarily from temperamental changes, loud noises, exposure to hazards such as proximity to moving mechanical parts, electrical current, and working near moving parts, atmospheric conditions, and vibration. Some travel between primary worksite to other sites is required. This position will be on-call and may have a variable shift. What steps the recruitment process involves: 1.
