Position Summary & Responsibilities

Position Summary:

This position reports to the Director of CARE & PASRR and is part of the Nursing Facility for Mental Health Settlement Agreement team in the Behavioral Health Services Commission. Assists behavioral health services with activities as it relates to quality assurance, BHS Programs, Evidence-Based Practices (EBP), and the Nursing Facility for Mental Health (NFMH) agreement.

Job Responsibilities may include but are not limited to the following:

Nursing Facility for Mental Health Quality Assurance

Review practice improvements and outcomes of the NFMH Pre-litigation Settlement Agreement. In collaboration with the NFMH Settlement Administrator, develop procedures to monitor practice improvements. Develop a process to capture barriers, gaps, and challenges to the practice improvements. Propose measures to correct or improve practice improvements across all Behavioral Health Service Provider Agencies, the States Managed Care Organizations, NFMH locations, and within KDADS other commissions programming efforts.

Document quality assurance activities for the NFMH Settlement Agreement and create audit reports. Assist in the gathering documentation and programming efforts related to the NFMH Settlement Agreement for the quarterly and yearly report out to the agreement partners. Including data and information of institutional transitions.

Develop, in collaboration with the NFMH Settlement Administrator, policies and procedures for the implementation and service provision of Specialized Services provided within the NFMH locations.

In collaboration with the NFMH Settlement Administrator, develop procedures and best practices to ensure implementation of institutional diversion and transition programming efforts that are being coordinated with the States Managed Care Organizations and Behavioral Health provider systems within the State Hospital system.

Work with the HCBS Commission, the States 3 Managed Care Organization, Direct Support Liaison teams and NFMH Administrator and Care and PASRR teams to ensure efficient and effective policies and practices are developed at the state level.

Identify and propose a resolution to any workflow or production issues across KDADS Commissions related to the NFMH Settlement Agreement.

General Quality Assurance

Assists with leadership activities regarding the NFMH Settlement Agreement at state/regional level for Quality Assurance across Behavioral Health Service Provider Agencies.

Compile, in collaboration with the NFMH Settlement Administrator quarterly data reports, as needed including quality audit reports related to the NFMH Settlement Agreement.

Make recommendations for improvement by enduring that standards and safety regulations are accurate and comply with state and federal guidelines.

Coordinate stakeholder meetings, as needed.

Assist in the identification of training needs, implementation, or quality assurance activities across the KDADS Commission related to the NFMH Settlement Agreement.

Assist in the creation of training materials and operating manuals for the Behavioral Health Services Commission related to the NFMH Settlement Agreement.

Completes special projects and performs other duties as assigned including but not limited to ensuring that agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in behavioral health or related.

  • One year of experience in planning, implementing, and monitoring activities relevant to the Behavioral Health Services field programs and services.

  • High level of organization, attention to detail, self-directed.

  • Experience with Microsoft Excel and/or budgeting.

  • Travel up to 30%.

Preferred Qualifications:

  • Experience in direct care service provision for individuals with a behavioral health or physical health impairment including evidenced-based practices, community integration, discharge planning, or transitions.

  • Working knowledge of community behavioral health services, resources for adults with serious mental illness, substance use disorders, and/or nursing facilities.

  • Federal and/or state regulation experience.

  • Understands the stages of change and recovery process. (SAMHSA).

  • Experience in working with diverse stakeholder groups for individuals with disabilities.

  • Leadership experience and the ability to work both independently and within a team.

  • Experience interacting with public health and social service professionals, administrators, and state officials.

  • Master's degree in social work, human services field, and/or business
