Job Description
The Quality Manager develops and implements a product line based Quality Management system ensuring excellence of processes and continuous improvement of Pixelle's products and services. The QM plans, organizes, directs, and controls operation of the Spring Grove mill's Quality Assurance Department to ensure, monitor, and improve the overall quality of product shipped to all customers. The QM also manages and directs the investigation and response to quality complaints and maintains customer satisfaction while anticipating future needs and market conditions.
Role and Responsibilities
Establishes objectives, goals, and programs for the Quality Assurance Department at the Spring Grove Mill consistent with corporate objectives.
Develops capital and operating budgets for the mills' Quality Assurance Department.
Champions concepts of "Total Quality Control"; "Total Quality Management"; "Statistical Process Control"; Statistical Quality Control"; and mill-wide employee involvement with quality.
Manages the Product Assurance Policy for Spring Grove Mill grade portfolio by developing and maintaining systems for measuring and reporting the incoming quality level of raw materials and for making disposition decisions for out-of-specification material.
Develops and maintains quality programs and procedures that permit quality certification of specific products by customer that are in general compliance with ISO 9000-9064 standards.
Sets up and maintains specifications for all manufactured paper products and incoming raw materials while auditing effectiveness of testing program and personnel. Develops measures to test effectiveness of overall quality function as well as systems for measuring the outgoing quality level of product.
Introduces, develops, and maintains computer systems for specifications management, collection and storage of quality information, quality capability analysis, general reporting, and customer reporting.
Responsible to see that paper shipped meets specifications and standards. Maintains system for accepting and rejecting paper and making disposition decision for rejected product.
Develop and maintain cross departmental operational policies in relationship with Sales, Manufacturing Services, Engineered Products and Materials Management. Provides for support and services to these departments as needed and requested in Quality Assurance area.
Assists Product Management with grade developments and modification projects
Promotes quality subject training throughout departments. Encourages Quality Assurance Department professional employee membership and participation in the American Society for Quality Control Department employees. Provide coaching & training opportunities for QU staff.
Develops and maintains organization, test facilities, and staff required to implement Quality Assurance Program. Issues job descriptions, issues work procedures, makes job assignments, performs evaluations, secures appropriate training, and provides system of scheduling.
Manages the Complaint System for Spring Grove Mill grade portfolio and initiates product improvements projects based on complaint findings and communicate the mill management of product failures or concerns. Receive, investigate, respond to all complaints and initiate return of paper notices and credit requests.
Accumulates, compiles and reports quality and quality cost information. Reports quality and quality cost information in specific terns, i.e. Complaint frequency, cost of complaints, in-plant quality losses as a percentage of quality shipments and all in comparison to standards.
Assures customer satisfaction with Pixelle Specialty Solutions paper
Develops and maintains extremely broad knowledge of products and customer specifications as it relates to the product lines manufactured, i.e. book publishing, envelope, and engineered products. With this knowledge able to make sound quality decisions in all situations.

Reasoning Ability:
