Denver Human Services is currently seeking a dedicated, detail-oriented individual to serve as an Eligibility Hearings Specialist for the Questions, Resolutions & Compliance (QRC) team within the Family and Adult Assistance Division (FAAD). In this role, you will specialize in handling administrative hearings and addressing concerns and escalations pertaining to Adult Financial, SNAP, and Medical Assistance programs.

Additionally, the Hearings Specialist:

  • Maintains their own caseload and handles client appeals through all stages of the dispute resolution/hearing process.

  • Provides outstanding customer service to clients inquiring about benefit determinations and deescalates dissatisfied clients.

  • Completes evidence packets supporting the county's position in appeals cases.

  • Is the agency representative responsible for presenting cases to the Office of Administrative Courts/CDHS SNAP Hearings Office in benefit appeals.

  • Is the agency representative responsible for presenting the county's position in Dispute Resolution Conferences (DRCs) in informal benefit appeals.

  • Receives and processes court documents pertaining to client appeals of benefit determinations.

  • Reviews and interprets legal documents provided by the client such as court documents/orders, property transactions, trusts, annuities, life insurance policies, financial transactions, and transfers of resources to determine eligibility for public assistance programs.

  • Monitors changes in cases, contacts clients to verify changes, and makes appropriate adjustments to benefits.

  • Acts as an eligibility determination subject matter expert for eligibility staff by assisting with complex cases, formulating approaches to address problems and briefing supervisors/managers on recurring issues.

  • Responds to inquiries about case records for administrative hearings, fraud investigations, and federal and state program management evaluations and audits.

  • Determines initial and ongoing eligibility for public assistance programs in accordance with federal, state, and county rules and regulations.

  • Maintains current knowledge of the Colorado Benefits Management System (CBMS), programs, policies, and community resources and adjusts work processes to ensure accurate provision of benefits.

  • Performs other related duties as assigned.

About You

Ideal Candidate Summary

  • Have at least 1 year of professional level experience and knowledge with Adult Financial (AF) programs, Supplement Nutrition Assistance Program (SNAP) and Medicaid Programs including MAGI and Non-MAGI.

  • Be trained in, or willing to be trained in, the Long-Term Care (LTC) program.

  • Have at least 3 years of professional level experience and knowledge working with the Colorado Benefits Management System (CBMS).

  • Be able to work independently with minimal supervision.

  • Possess top-notch writing and problem-solving skills.

  • Show understanding, courtesy, tact, empathy, and concern.

  • Develop and maintain working relationships while encouraging cooperation, pride, and a commitment to teamwork.

  • Be sensitive to cultural diversity, race, gender, and other individual differences in the workforce.

  • Spanish fluency is preferred, but not required.

  • Education requirement: Graduation from high school or the possession of a GED, HiSET or TASC Certificate.

  • Experience Requirement: Three (3) years of experience determining eligibility for a variety of public assistance programs.

  • Education/Experience Equivalency: Additional appropriate education may be substituted for the minimum experience requirement.
