JOB TITLE: QI Specialist
DEPARTMENT: Mental Health
REPORTS TO : Director of QI & Training

SUMMARY OF POSITION:
This role's primary purpose is to work in a dynamic QA/QI department, helping to monitor and provide oversight of the quality of services in the Children's Bureau Mental Health Program. This role serves as a resource for staff to help ensure compliance to service delivery and documentation standards consistent with Children's Bureau's Policies and Procedures.
Supports mental health staff in adhering to company policies and procedures to ensure legal, ethical, and safety standards are maintained.
Participates in quality improvement and training efforts to ensure that quality services are being provided for children and families in adherence with Children's Bureau Mental Health Policies and Procedures.
Supports training of new hires during probationary period by auditing submitted documentation and providing QA/QI feedback.
Coordinates resolution of complaints, grievances, and incident reporting.
Conducts reviews of client charts across programs for adherence to regulatory and documentation standards, including outcome measure data collection, and communicates findings in writing to appropriate supervisor for follow-up and resolution.
Defines and promotes opportunities for improvement as identified through analysis of trends.
Supports program managers with quality improvement and auditing activities.
Facilitates Utilization Reviews for the various programs.
Facilitates auditing of therapists' charts as part of exit plan when a therapist leaves the agency or transfers to another department.
Participates in Quality Improvement meetings both internally and externally to act as liaison between agency and DMH to assist with communication and training of changes.
Completes monthly Change of Provider documents and emails to DMH.
Monitors and implements compliance to HIPAA privacy laws and ensures compliance with maintaining case files and correspondence in an organized, confidential, and secure manner.
Facilitates or processes requests for medical records in accordance with HIPAA privacy laws.
Contributes to the development of associated Policy and Procedures.
Assists with preparing for State Audit Reviews and LA County DMH Program Reviews.
Works closely with appropriate staff to ensure documentation guidelines are met for each of the service categories (mental health, meds support, targeted case management, etc).
Communicates significant findings to QI Director, including potential risk and liability issues, and monitors staff implementation of Special Incident Reporting as required by the agency.

JOB QUALIFICATION STANDARDS
Minimum of 3 years of experience in mental health service delivery including psycho-social rehabilitation and child focused interventions.
Must have strong computer skills including knowledge and experience with Microsoft office, Word, and Excel.
Demonstrated strong communication and interpersonal skills required.
Demonstrated expertise with service standards set forth by the State of California regarding Medi-Cal/Short Doyle/EPSDT.
Training skills, including curriculum development, and presentation experience is preferred.
Familiarity with County IBHIS is preferred.
Ability to function as a member of an inter-disciplinary team.
Must be able to provide own transportation to complete travel requirement of the job.
Education, Professional Training, Technical Training or Certification
Master's degree in related human services field from an accredited four-year college or university is required.
ACSW, or AMFT, or Registered Psychologist Intern in active status with State of California BBS or BOP is required; Licensed status is preferred.
Must possess a valid driver's license plus ability to provide own transportation to complete travel requirements of the job.
