Job Purpose

Coordinate the development of QA and QC procedures to preclude and prevent fraud, waste, and abuse within the program and ensure compliance with all system performance specifications. Develop methods to determine whether procedures are being followed and are adequate, whether the equipment is measuring accurately, and whether other problems might impede program performance. Periodically review and evaluate the QA/QC procedures to assess their effectiveness and relevance in achieving program goals. Conduct performance audits (overt and covert) to determine if lane inspectors are correctly performing all tests and other required functions. Perform audits on all inspection facility and lane inspector records to assess facility performance and identify potential problems. Perform equipment audits (quality control evaluations) of all program test equipment. Develop, coordinate, implement, review, evaluate, and amend QC measures to ensure that emissions measurement equipment is calibrated and maintained correctly and that inspection, calibration records, and control charts are accurately created, recorded, and maintained. Develop, coordinate, implement, and update, as required, a training plan for program staff that provides the requisite knowledge and understanding of contractual requirements (testing vehicles, program administration, reporting, QA and QA procedures, etc.) Ensure all training is measured and certified. Gather, review, evaluate, and report, as required, the results of the QA, QC, and training programs.

Duties & Responsibilities

  • Develop and implement quality assurance policies and procedures to ensure compliance with industry standards and regulatory requirements.

  • Lead and manage the QA Training Department, providing guidance, training, and operations support as needed.

  • Establish quality metrics, key performance indicators (KPIs), and quality objectives to measure and improve the effectiveness of the QA process.

  • Conduct regular audits and inspections to identify areas for improvement and ensure adherence to quality standards.

  • Collaborate with cross-functional teams, including operations, system support, and customer support, to address quality issues and drive continuous improvement.

  • Investigate customer complaints and product/service defects, identify root causes, and implement corrective and preventive actions.

  • Monitor and analyze quality data to identify trends, patterns, and opportunities for process optimization.

  • Develop and maintain documentation related to quality assurance activities, including standard operating procedures (SOPs), work instructions, and quality records.

  • Stay current on industry trends, best practices, and regulatory requirements related to quality management.

  • Conducts training for all new hires to get all new hires certified.

  • Performs all hiring process steps, from interviewing to training, including all new hire paperwork.

  • Assist HR with the required paperwork.

  • Responsible for the coaching and training of personnel - on an ongoing basis.

  • Responsible for uniforms (ordering/returning).

  • Visit station personnel often.

  • Attend job fairs as needed to increase the number of job applicants.

Requirements

  • A bachelor's degree in a related field (e.g., quality management, engineering, science) is preferred.

  • Minimum of 7 years of experience in quality assurance or related field, with at least three years in a leadership role.

  • Strong knowledge of quality management principles, methodologies, and tools (e.g., ISO 9001, Six Sigma, Lean Manufacturing).

  • Experience developing and implementing quality management systems (QMS) and processes.

  • Excellent analytical, problem-solving, and decision-making skills.

  • Effective communication skills, with the ability to interact with individuals at all levels of the organization.

  • Demonstrated leadership abilities with a track record of building and motivating high-performing teams.

  • Certification(s) in quality management (e.g., ASQ Certified Quality Manager, Six Sigma Black Belt) preferred.
